FTC Probes Block Over Frozen Accounts, Moves to Enforce Subpoena

The Federal Trade Commission is investigating whether Block, the parent of Cash App and Square, violated consumer protection laws, according to a legal filing submitted late Wednesday. The agency said it began looking into whether the fintech provided sufficient customer services to remedy alleged account issues early this year, after receiving more than 1,500 consumer complaints about Square alleging that the company froze or deactivated users' access to payment processing accounts without notice or remedy, prevented users from transferring funds to external bank accounts, and committed other misconduct. On Jan. 22, 2026, the FTC issued a Civil Investigative Demand, a type of administrative subpoena, to Block to obtain information relevant to the potential misconduct, with Block's response due on Feb. 23, 2026. Wednesday's filing sought to enforce that CID, which requested organizational charts and personnel directories, consumer loan offers, applications and complaints, presentations to investors and management committees, policies and procedures, and the identity of Block employees with firsthand knowledge of the investigation, and also sought to enforce requirements that the company verify the truthfulness of its completed interrogatory responses. A Block spokesperson told Seeking Alpha the company has cooperated with the FTC's civil inquiry and responded to its requests on an accelerated timeline, adding that it remains committed to working constructively with the Commission to close the matter; Block stock dropped 1.5% in late Thursday trading.

Circle Internet Group announced on October 7 that it has partnered with Tereina, a financial services company backed by SAP. The two will integrate the US dollar-pegged stablecoin USDC and the euro-pegged EURC into the business systems companies use every day. The initial focus is SAP's cloud-based ERP, where the stablecoins will be usable through the payment service SAP Pay. For eligible US dollar-denominated payments, USDC will be the preferred option, while EURC will be offered for euro-denominated transactions. Circle cited payments to overseas suppliers, fund transfers between group companies, and settlement of accounts receivable and payable as use cases, saying blockchain-based payments that run 24 hours a day, 365 days a year can be used alongside existing bank payments. The announcement said commercial transactions involving SAP's customer companies account for 84% of the global total. However, unless otherwise specified, SAP Pay covers transactions by customer companies and affiliates located in the United States or the EU, and using USDC also requires an eligible account with Circle Mint, Circle's corporate service.
