Zhongke Haixun banned from Navy procurement for one year over bid rigging
Zhongke Haixun announced on the evening of October 7 that it had received a dishonesty handling notice from the military procurement website. Due to bid rigging violations in a certain assessment system procurement project, the Navy procurement management department has decided to ban the company from participating in Navy materials, engineering, and services procurement activities from September 23, 2026 to September 23, 2027. The company stated that its overall operations are currently normal, and relevant contracts signed before the ban date are still being executed normally. During the ban period, the company cannot bid through the military procurement website, but can still obtain orders through channels such as the all-army weapons and equipment procurement information website and industry enterprise procurement platforms. From 2024 to now, the amount the company has won through the military procurement website accounts for about 4.21% of its total winning bids. The matter is expected to affect the acquisition of some orders in the short term, but will not affect the company's continued operations. Zhongke Haixun's main business is the research, development, production, and sales of products related to sonar equipment. In the first half of 2026, the company achieved operating revenue of 105 million yuan, up 9.04% year on year; net profit attributable to the parent company was negative 45 million yuan, narrowing losses by 30.54% year on year; net profit after deducting non-recurring items was negative 45 million yuan, narrowing losses by 30.88% year on year; and net cash flow from operating activities was negative 102 million yuan, with the net outflow expanding by 40.19% compared with the same period last year.
