This is the business of stablecoin issuers — the ones who mint USDC, USDT, and PYUSD and hold the reserves behind them. In 2025, one company made over $10 billion this way with just a few hundred employees. And in July 2025, the U.S. passed the GENIUS Act, making this business "fully legal" for the first time — but that same law also locks in its secret.

JPYC Files Information with Japan Fair Trade Commission, Flags Prohibited Clauses in Card Merchant Agreements

JPYC, the company that issues the Japanese yen stablecoin JPYC, announced on October 9 that it had submitted information to the Japan Fair Trade Commission regarding the competitive environment in the cashless payment market. The submission was made on September 14, explaining how JPYC works and the changes taking place in the payments market. The company pointed out that card merchant agreements could hinder discounts offered to customers who use JPYC for payments, arguing that passing on payment cost savings to customers should be left to each store's own free business judgment. JPYC is an electronic payment instrument issued and redeemed at 1 JPYC to 1 yen, and since issuance began on October 27, 2025, it has become usable at more than 150 stores and businesses, including restaurants, retailers, and e-commerce sites. Payments in JPYC work by having the user send funds to the store on a blockchain, and JPYC does not collect merchant fees from stores, which the company says keeps store cost burdens lower than existing cashless payment methods. What the company takes issue with are three prohibited clauses said to be widely present in credit card and other merchant agreements, which ban charging card users extra, offering discounts to cash users, and encouraging the use of other payment methods. In its April 2022 fact-finding survey report, the Japan Fair Trade Commission stated that uniformly prohibiting different pricing for card users and cash users may risk being problematic under the Antimonopoly Act when it could weaken competition among stores to attract customers. JPYC believes the view set out by the commission also applies to discounts for customers using new payment methods such as stablecoins, and it has set up a consultation desk for stores that are uneasy about offering discounts or that have been asked by payment providers to stop doing so.

US Senate Report: Over $34.6 Million in USDT Flowed Out of Iran-Linked Wallets

Democratic staff of the Permanent Subcommittee on Investigations (PSI) of the US Senate Homeland Security and Governmental Affairs Committee published a report on September 28 examining Iran-linked funding networks. According to the report, of 39 wallets that Israel's National Bureau for Counter Terror Financing (NBCTF) designated for seizure in June 2023 as being tied to a figure involved in Hezbollah money laundering, Tether, the issuer of USDT, failed to freeze 34 of them until March 2024, and more than $34.6 million in crypto assets flowed out during that period. The investigation analyzed 846 wallets that US and Israeli authorities had identified as linked to the Iranian government or its proxy forces, and found that 84 percent of them transacted solely or almost solely in USDT. The report noted that relying only on freezes after designation cannot adequately prevent the outflow of funds, and called on stablecoin issuers to continuously monitor high-risk transactions by counterparties and their customers.

Tether Assists in Freezing About 86.4 Billion Yen in Iran-Linked USDT

Tether, the issuer of the US dollar-pegged stablecoin, announced on September 28 that it helped freeze approximately 550 million dollars' worth of USDT in 2026 in wallets that US authorities identified as linked to Iran's central bank and a sanctions-evasion network. Fed Publishes Proposed Rules for Stablecoin Regulation Under the GENIUS Act

The US Federal Reserve Board on September 24 published two proposed rules to flesh out stablecoin regulation under the GENIUS Act. Japan Blockchain Infrastructure announced on the 24th that it has launched the Stablecoin Proof-of-Concept Partners program, which will jointly study uses for the yen-denominated stablecoin EJPY with operating companies, financial institutions, and local governments, and that 26 companies and organizations have expressed interest in participating since the call for applicants opened. The participants disclosed so far number 16 companies and organizations, including Toshiba, SCSK, QUICK, Asahi Broadcasting Group Holdings, and Hachijuni Nagano Bank, as well as the city of Tagawa in Fukuoka Prefecture as a local government; the remaining 10 companies will be announced in sequence after coordination. The areas under study are wide-ranging, including domestic remittances and payments, cross-border payments, settlement of real-world assets and security tokens, payments in Web3 services, and payments in regional economies. Participation is free of charge, and the program is scheduled to run for about six months from September 2026 to February 2027, with participating companies receiving stablecoin study sessions, individual consultations, and a testing environment using EJPY test coins and wallets on JOC. Regarding EJPY, the company announced on May 13 that it had formally decided to adopt a trust-type scheme and issue the stablecoin on JOC and Ethereum, and it is currently preparing the issuance and redemption mechanisms, systems, and legal compliance.
