Krungsri Securities has raised its target for BGRIM's Data Center business capacity to 500 megawatts by 2030, up from 300 megawatts previously, viewing it as a positive factor for investment confidence. It maintains a Buy recommendation and a 2027 target price of 23 baht, based on a sum-of-the-parts valuation. It expects normal profit in 2027 and 2028 to grow 22% and 17% respectively, driven by lower natural gas costs amid an LNG supply glut and the gradual commercial start-up of new projects, namely the Nakwol 1 wind power plant in South Korea and a Data Center project in Thailand. However, the research team has not included large pipeline projects in its estimates, namely the 184 MWe Nakwol 2 wind power plant, a 735 MWe IPP power plant in Malaysia, and a 411 MWe battery energy storage system project in Italy, since developing these projects simultaneously could require substantial investment. Meanwhile, the interest-bearing debt-to-equity ratio stands at 2.2 times, compared with a loan covenant limit of no more than 3.0 times. BGRIM shares traded intraday at 19.20 baht, up 0.30 baht or 1.59%.

Scatec Begins 900 MW Shadwan Egypt Wind Project With EDF
Scatec has started construction on the 900 MW Shadwan onshore wind project in Egypt alongside EDF, backed by a US$150 million equity bridge loan package. The news lifted Scatec shares 5.53% in a single day to NOK104.0, contributing to a 90 day share price gain of 9.36%, though the year to date share price return remains down 3.61% and the 1 year total shareholder return is slightly negative. The most followed analyst narrative puts Scatec's fair value at NOK129.89, roughly 20% above the last close, while the SWS DCF model estimates a future cash flow value of NOK10.05, framing the stock as very expensive. Scatec remains heavily dependent on government tenders and project execution, so policy setbacks or construction delays could quickly challenge the undervalued narrative.

Energy Regulatory Commission resolves to review SPP and VSPP power purchase agreements after public bears electricity costs above actual cost
The Energy Regulatory Commission, or ERC, has resolved to review power purchase agreements with private power producers in the SPP and VSPP groups, Non-Firm type, under the Adder and FiT schemes, after finding that the purchase rates are higher than the true cost, causing the public to bear electricity costs above actual cost by about 13 to 17 satang per unit. Some solar power purchase projects receive rates as high as 11 baht per unit, while the current cost stands at 2.1579 baht, and many contracts do not specify an expiry date. Mr. Poolpat Leesombatpiboon, Secretary-General of the ERC Office, in his capacity as ERC spokesman, disclosed that the meeting on 7 October 2026 resolved that for cases where contracts have not yet been signed, negotiations should be held to cancel the signing, or the purchase rate should be set in accordance with the resolution of the National Energy Policy Council, or NEPC, dated 15 July 2026, which set the purchase rate for solar power at 2.1579 baht per unit and for wind power at 2.9015 baht per unit, along with a contract termination period of 20 to 25 years. For cases where contracts have already been signed but electricity has not yet been supplied to the system, negotiations should be held to cancel the contracts, or if cancellation is not possible, electricity must be supplied to the system within the specified period, otherwise the contracts must be cancelled. The ERC had previously submitted an opinion to the NEPC two years ago recommending a review of the Adder and FiT power purchase policies that have no contract expiry date, because the costs are much higher than current levels and are inconsistent with Section 65 of the Energy Industry Act B.E. 2550 (2007), but the proposal made no progress until the current government appointed a committee chaired by Deputy Prime Minister Pakorn Nilprapunt, which proceeded until a conclusion was reached. The next step is to propose it to the NEPC for consideration and designation as state policy, and to assign the ERC to continue regulating electricity rates.
