The Center for Economic and Business Forecasting at the University of the Thai Chamber of Commerce released the results of its survey on the state of Thai household debt for 2026, finding that average household debt stood at 794,945.49 baht per household, up 7.3%, the highest level since the survey began in 2009, or in 18 years. Of this, 77.2% was formal debt and 22.8% informal. Total monthly repayments came to 21,935.3 baht, up 8.11%. Umakamol Sunthonsurat, assistant director of the Center for Economic and Business Forecasting, said more than half of Thai households lack sufficient emergency savings and that the savings trend continues to decline, with 27.8% of respondents saying they had never saved and 42.6% saying they had not saved compared with the previous year. Thanavath Phonvichai, president of the university and chairman of the advisory board of the Center for Economic and Business Forecasting, said older people who have retired and have no steady income still carry average debt of nearly 300,000 baht, reflecting that Thais cannot ease their debt burden even 10 years after retirement, and that only about 14% of people manage to save according to plan before retirement. The center also maintained its forecast for Thai GDP in 2026 at 2.0-2.5%, supported by agriculture, tourism, with foreign arrivals expected to average 3 million a month and generate 150 billion baht a month, and exports expanding 15-20%. The ratio of household debt to GDP is expected to continue falling, reaching 84% within 2026.

OIC Flags 6 Mega-Risks, Set to Amend Group 2 Laws to Strengthen Insurance Stability

Chuchat Pramulphon, Secretary-General of the Office of the Insurance Commission, or OIC, disclosed at the Insurance Communication Forum 2026, organised by the Thai General Insurance Association on 8 October 2026, that the OIC is preparing to push ahead with amending laws and upgrading preventive supervisory tools to cope with 6 major risks, or 6 Mega-Risks, facing the insurance business. These include economic and financial risks from slow economic growth coupled with inflation, household debt, and interest rate volatility; social and demographic risks from the transition into an ageing society, with the elderly expected to reach 28% of the population by 2040; climate and disaster risks such as the 2025 Hat Yai floods and the earthquake in Myanmar; technology and cyber risks; fraud risks; and geopolitical risks. The amendments to the Life Insurance Act and the Non-Life Insurance Act will focus on Group 2 legislation, which deals with strengthening the stability and soundness of companies, covering the qualifications of executives, the independence of actuaries, risk-based capital maintenance, and intervention measures when a company begins to run into trouble, under the goal of seeing risks first and intervening before damage occurs. At the same time, the OIC has upgraded enterprise-wide risk management, or ERM, and the Own Risk and Solvency Assessment, or ORSA, by developing a Risk Heatmap tool and guidelines for assessing the Combined Risk Rating, or CRR, as well as enforcing stress testing and assessments of capital and liquidity adequacy. All of these operations align with the 5th Insurance Development Plan for 2026–2030, which aims to make the Thai insurance system a National Risk Buffer, or a mechanism to absorb shocks from risks to the economy and society.

TOMS Capital Files Proxy Materials Seeking No-Confidence Vote at Voya Financial

TOMS Capital has escalated its campaign at Voya Financial, filing definitive proxy materials that ask shareholders to express no confidence in the current board and leadership at the upcoming 2026 annual meeting. Voya Financial's share price sits at US$96.65 after a 1-day share price return of 1.33%, while the 30-day share price return declined 7.15% as investors digest the activist campaign and upcoming leadership changes. The year-to-date share price return of 27.84% feeds into a 1-year total shareholder return of 31.22% and a 5-year total shareholder return of 62.76%. The most followed narrative pegs fair value at $108.08 against the last close of $96.65, framing the activist noise against a modest valuation gap that still exists on paper. The story could be knocked off track if earnings disappoint again or if the TOMS Capital activist push leads to a prolonged governance fight.

Marsh & McLennan Companies has launched Archer by Marsh, a new service that helps life and annuity insurers, asset managers and capital providers create and run reinsurance businesses globally. Archer takes Marsh beyond traditional advisory work by supporting the full process, from product, asset and capital decisions to regulatory approval, setup and ongoing operations, with clients able to use Marsh's shared infrastructure while keeping ownership and strategic control. The offering combines actuarial, capital, risk, reinsurance, insurance management and regulatory expertise and can support standalone reinsurance vehicles, special purpose reinsurers and dedicated cells, and Marsh also formed Bermuda-based Mangrove ISAC Life Re to facilitate sidecar and affiliate reinsurance solutions. Marsh brings scale to the offering, reporting about $27 billion in annual revenues, more than 95,000 employees and operations across 130 countries.
