Prime Minister and Interior Minister Anutin Charnvirakul, in his capacity as Director of the National Disaster Prevention and Mitigation Command, chaired a meeting of the National Disaster Prevention and Mitigation Command at the C.S. Pattani Hotel in Mueang Pattani District, Pattani Province, to monitor the situation and relief efforts for flood victims in the southern region. Provincial governors from the southern provinces attended the meeting. Prime Minister and Interior Minister Anutin Charnvirakul chaired a meeting of the National Disaster Prevention and Mitigation Command and ordered all provinces to prepare for a new round of heavy rain, while accelerating recovery in areas where floodwaters have receded and speeding up compensation payments to victims. He instructed provinces with eligible residents to expedite surveys and submit name lists to the Department of Disaster Prevention and Mitigation so that funds can be transferred as soon as reports are received. So far, assistance has been transferred to 48,600 households, or about 12% of the estimated total. The prime minister also ordered close monitoring of the situation, especially in all 14 southern provinces, as well as Phetchaburi and Prachuap Khiri Khan. The Meteorological Department reported that Surat Thani recorded the highest rainfall at 92.55 millimetres, while Bangkok saw a maximum of 44 millimetres, and southern Thailand is expected to see continuous rain until 14 October 2026, with special vigilance from Surat Thani south to Yala and Narathiwat. The subcommittee studying and screening complaints and industrial problems has called on the Chonburi Provincial Industry Office to order the temporary closure of the car tyre recycling plant of Xin Yi Tai Industrial Trade Co., Ltd. in Khlong Kio subdistrict, Ban Bueng district, Chonburi province, after a fire broke out and offences were found in the act. The Chonburi Provincial Industry Office told the meeting that it inspected the plant on 11 August and found it was a building still under construction with no factory establishment licence, yet it was being used to store old car tyres, and machinery had been installed that did not match the licence. There were also large piles of tyres outside the building that were not burned. The operator reported that about 7,000 tonnes of old tyres were stored at the plant, and the plant had no fire prevention system. Initially the provincial industry office ordered the building to be rectified and completed by 30 September 2026, but the operator has not finished the work and has requested an extension, with a decision still pending on how long the extension will be. It has also written to the Department of Industrial Works asking it to suspend the plant's acceptance of waste until all the remaining tyres are removed. Mr Jirawut Singtothong, deputy chairman of the Industrial Affairs Committee and an MP for Chonburi, confirmed he will monitor the case closely to ensure no new tyres are brought in for storage during the renovation. Meanwhile, Mr Pornchai Paephiromrat, deputy governor of Chonburi province, said pollution checks in the first 24 hours after the incident found pollution levels inside the plant above the standard, but at the four sites around the plant they did not exceed the standard, and no employees have sought treatment. If anyone falls ill from air pollution, the operator will cover all medical expenses.

OIC launches national catastrophe insurance claims, Lamphun flood victims receive 10,000 baht per household
The national catastrophe insurance policy began providing coverage from 1 October 2026 and has already started paying out its first claims after flash floods in Lamphun province and windstorms in Chiang Mai province caused damage. Chuchat Pramulphon, Secretary-General of the Office of the Insurance Commission, disclosed that in Lamphun province approximately 225 households were damaged, and the provincial authorities were coordinated by the government and the Department of Disaster Prevention and Mitigation to expedite assistance for residents seeking claims under the policy. A pilot approach was set to compile an initial list of 225 affected households, with officials helping verify evidence and guide them through the online registration process. In Chiang Mai province, there were fatalities from windstorms, which met the criteria for compensation, along with damage to agricultural areas and two additional households. Dr. Somporn Suebthawilkul, President of the Thai General Insurance Association, said 11 insurance companies have joined the scheme, and the association has set up an ad hoc claims management committee along with a reporting system. Initial compensation stands at 10,000 baht per event per household, paid via PromptPay or bank account in coordination with the Government Savings Bank. Once the situation eases, an artificial intelligence system will be used to assess additional damage, with total compensation for both parts not exceeding 100,000 baht per event per household. Tryg A/S reported a record-high insurance service result of DKK 2,454m for the third quarter of 2026, up from DKK 2,181m a year earlier, with a combined ratio of 76.8% against 78.6%. OIC Flags 6 Mega-Risks, Set to Amend Group 2 Laws to Strengthen Insurance Stability
Chuchat Pramulphon, Secretary-General of the Office of the Insurance Commission, or OIC, disclosed at the Insurance Communication Forum 2026, organised by the Thai General Insurance Association on 8 October 2026, that the OIC is preparing to push ahead with amending laws and upgrading preventive supervisory tools to cope with 6 major risks, or 6 Mega-Risks, facing the insurance business. These include economic and financial risks from slow economic growth coupled with inflation, household debt, and interest rate volatility; social and demographic risks from the transition into an ageing society, with the elderly expected to reach 28% of the population by 2040; climate and disaster risks such as the 2025 Hat Yai floods and the earthquake in Myanmar; technology and cyber risks; fraud risks; and geopolitical risks. The amendments to the Life Insurance Act and the Non-Life Insurance Act will focus on Group 2 legislation, which deals with strengthening the stability and soundness of companies, covering the qualifications of executives, the independence of actuaries, risk-based capital maintenance, and intervention measures when a company begins to run into trouble, under the goal of seeing risks first and intervening before damage occurs. At the same time, the OIC has upgraded enterprise-wide risk management, or ERM, and the Own Risk and Solvency Assessment, or ORSA, by developing a Risk Heatmap tool and guidelines for assessing the Combined Risk Rating, or CRR, as well as enforcing stress testing and assessments of capital and liquidity adequacy. MASTEC Link, or MASTEC, has set a target for its backlog of work awaiting revenue recognition at approximately 500–600 million baht by the end of 2026, drawn from its three core business groups: air-conditioning and sanitary system products, fire protection and safety products, and energy conservation and environmental innovation products. National disaster insurance pays initial flood claims of 10,000 baht immediately
The Thai General Insurance Association confirmed that the national disaster insurance scheme will expedite initial compensation payments to affected citizens. For floods, an initial payment of 10,000 baht will be made, while for windstorms and earthquakes the initial payment is 5,000 baht. Actual damage will then be assessed and the remainder paid out in full, up to a maximum coverage limit of 100,000 baht. The first 10,000 baht already paid will not be reclaimed even if actual damage is less than that amount. The policy also covers cases where a home is surrounded by water continuously for seven days or more, including condominium units with their own house number, but payment is made only to the legal owner or an authorized representative, and coverage applies only to residential structures that are permanently occupied. It excludes belongings, furniture, business premises, factories, schools, temples, and abandoned homes. For life coverage, the government provides insurance to Thai nationals of 2 million baht in the event of death from a disaster, and 200,000 baht for total permanent disability. The policy takes effect from October 1, 2026, with total coverage of 75 billion baht. If payouts reach that limit, the government will be responsible for any amount exceeding it.
Government warns of new rain wave October 9-13, speeds up drainage preparations
The government is accelerating efforts to lower water levels in at-risk areas and prepare for a new wave of rain from October 9 to 13, 2026. Ekkaphop Pienpiset, spokesperson for the Prime Minister's Office, said rainfall will be especially heavy from October 10 to 12, particularly in the western region, and that from October 13 onward the South will see increasing rain. Insurance regulator expects flood damage at 11 billion baht, insists insurance sector liquidity is strong

They are currently installed as a pilot at 35 locations in 4 northern provinces and are set to expand to 6 provinces, with a target of covering more than 15,000 households. The response phase includes a rescue drone fleet that uses thermal cameras to locate victims around the clock, along with drones that deliver food, medicine, and drinking water with a maximum payload of 50 kilograms, targeting assistance for 1,000 households. There are also portable emergency oxygen canisters for asthma and heart disease patients in areas that ambulances cannot easily reach, and Gatti Bag and Gatti Box survival kits for pets that can support pet care in evacuation centers for up to 7 days. In the recovery phase after the waters recede, there is school furniture made from water-resistant recycled plastic, set to be piloted at 3 to 5 schools in Bangkok, covering more than 2,000 to 3,500 students and staff, as well as AGENT 29 nano-copper spray to eliminate and prevent mold after flooding, targeting more than 1,000 households and 150 agencies, and Clear Soil, a microbial agricultural soil restoration product that helps land return to cultivation in about 1 month, with deliveries beginning in Chiang Rai, Chiang Mai, and Songkhla, targeting assistance for 2,000 households. Professor Dr. Yoschanan said that water masses from the North are still flowing gradually into the Central and Eastern regions and must be monitored, alongside preparations to restore areas after the waters recede, especially the problems of mold and damage to agricultural land. He noted that the research has already been published academically, and the ministry is ready to let the private sector receive technology transfers to increase production capacity and expand the use of the innovations so they reach the public more widely.

Pennon Seeks £550m Cash Injection After South West Water Parasite Outbreak
Pennon Group is seeking £550m from shareholders as its chief executive tries to turn around South West Water following a parasite scandal. The owner of South West Water said it would cut its dividend and ask investors for more cash to fund a £3.6bn investment in its pipes and services, sending Pennon shares down nearly 19pc on Tuesday. The supplier was at the centre of a contaminated water outbreak in 2024 that forced it to warn 17,000 households in Devon about the presence of a parasite that can cause diarrhoea. Chief executive Keith Haslett said the £550m would come from selling new shares to existing investors so the company could put in more investment where its assets need it most, and Pennon said the plan was £1bn more than required under the terms of a 2024 review by regulator Ofwat.
