Sichuan Expressway lowers private placement target to 2.688 billion yuan for Chengdu-Ya'an Expressway expansion

Sichuan Expressway on October 10 disclosed revised prospectus documents for its A-share private placement and replies to exchange inquiry letters, moving the refinancing into a critical review stage at the Shanghai Stock Exchange. After the adjustment, the total fundraising target was lowered from 3.18 billion yuan to 2.68825 billion yuan, with the company voluntarily deducting 491.75 million yuan corresponding to financial investments to prioritise smooth progress in project review. After deducting issuance expenses, 2.1 billion yuan will be used for the expansion of the Chengdu to Ya'an section of the G5 Beijing-Kunming Expressway, and 588.25 million yuan will be used to repay interest-bearing debt, with the latter accounting for 21.88 percent of total proceeds. The company explained that the estimated total investment for the expansion project is about 27.89 billion yuan, implemented under a ROT model rather than a PPP project, with a four-year construction period. The Meishan and Ya'an sections are planned to start construction first in October 2026, the Chengdu section is planned to start in May 2027, and the project is expected to open to traffic in September 2029. The after-tax internal rate of return on project capital is 6.39 percent. The issuance targets no more than 35 specific investors, with an issue price no lower than 80 percent of the average A-share trading price over the 20 trading days before the pricing base date and no lower than the latest audited net asset value per share. The lock-up period is six months. After completion, the controlling shareholder and actual controller will remain Shudao Group and the Sichuan Provincial State-owned Assets Supervision and Administration Commission. The company cautioned that the matter still requires approval from the Shanghai Stock Exchange and registration with the China Securities Regulatory Commission before implementation, and uncertainties remain.

AIT's June-August Current Profit Rises 11.2% to 1.21 Billion Yen

According to earnings announced by AIT at noon on October 9, consolidated current profit for the second quarter of the June-August period rose 11.2% year on year to 1.21 billion yen, while the operating profit margin was essentially flat, edging from 7.1% a year earlier to 7.3%. For the cumulative first half covering March through August, consolidated current profit came to 2.39 billion yen, down 0.3% year on year, putting progress toward the full-year plan of 4.96 billion yen at 48.2%, roughly in line with the five-year average of 49.6%. Based on the company's unchanged full-year plan and the first-half results, second-half consolidated current profit works out to 2.57 billion yen, up 12.6% year on year.

Meanwhile, costs are expected to begin showing benefits from managing Purple Line maintenance in-house. The research team maintained its "Buy" recommendation with a fair value of 8.20 baht, noting the stock still trades below the 6.50 baht per share level at which CK sold BEM shares to institutional investors through a Big Lot transaction.

Broker says MRTA to submit southern Purple Line plan to cabinet by year-end, supporting 1 baht upside for BEM

An analyst at Dao Securities (Thailand) Public Company Limited revealed that the Mass Rapid Transit Authority of Thailand, or MRTA, is preparing details of the investment model for the southern Purple Line project, the Tao Poon-Rat Burana section (Kanchanaphisek Ring Road), to submit to the MRTA board for consideration, and expects to present it to the cabinet meeting by the end of this year. The plan uses a non-tender selection of a private partner under the Public-Private Partnership Act of 2019, negotiating with the existing contractor of the northern Purple Line, Tao Poon-Klong Bang Phai, which is currently in service, with BEM as the contractor, to ensure continuity of operations. Currently, for the northern Purple Line, the MRTA hires BEM under a public-private partnership, or PPP, of the gross cost type, in which the state invests in infrastructure and collects fares, while the private partner invests in the system and train cars and operates the service, with the state paying a fixed-price fee. The southern Purple Line will use the same model, making negotiations with the existing contractor straightforward. The analyst views this as positive, expecting negotiations for the southern Purple Line operating concession with BEM to begin in the first half of 2027. Preliminary forecasts assume BEM wins the operations and maintenance concession for the southern Purple Line for 30 years, and may also see the northern Purple Line operating concession extended from its original expiry in 2043, potentially ending together with the new southern Purple Line concession, which is estimated to add about 1 baht per share of upside to BEM's target price. In addition, CK is expected to benefit from the same issue, with a chance to win the mechanical and electrical systems construction work for the southern Purple Line worth 30 billion baht, with a construction period of about 3 years, helping replenish the company's backlog from the end of 2026, which is expected to be around 120 billion baht. For BEM, the recommendation is maintained at Buy with a target price of 9 baht. Times Car kept ID documents for 7 years, widening breach damage

At the car-sharing service Times Car, roughly 6.6 million members' records from the past seven years, including those of former members, were leaked, and of these, about 1.6 million involved identity verification documents. According to parent company Park24, which operates the service, former members' information such as addresses and names was retained for seven years in line with the Corporate Tax Act, while identity verification documents were kept for seven years on the company's own judgment in order to handle inquiries and similar matters. Professor Ichiro Sato of the National Institute of Informatics pointed out that the documents should have been deleted at the time identity verification was performed, and criticized the handling as sloppy, saying they should have been stored so that they could not be accessed from outside. Yuji Kakeya, principal of the Security Research Center at Macnica, which works on cybersecurity measures, expressed concern that highly accurate personal information, such as that backed by official documents, may sell for a higher price. Experts stress that management should issue a directive and review their companies' data management.

A joint investigation with the Mass Rapid Transit Authority of Thailand, or MRTA, found the cause was a spark from a 750-volt direct current cable set, which damaged the power supply system and the signalling system. The Purple Line was unaffected and continued normal service. BEM mobilised teams of engineers and specialists to inspect, rectify and repair the affected systems continuously over 12 hours, covering the signalling system, the SCADA system, the communications system, the cabling system and the third rail power supply system. After repairs were completed, the systems were tested in detail, including the deployment of two inspection trains to run test journeys along the entire route on both sides of the incident site. The inspection results found that the train operation system, the power supply system and related systems were functioning fully and normally, with no further damage affecting safety. BEM therefore confirmed it was ready to resume normal Blue Line service on September 21, 2026, at all stations, and will tighten inspection and maintenance, especially during the rainy season, to prevent a recurrence.

Dao Securities maintained its 2026E net profit forecast at 3.9 billion baht, up 3% year-on-year, and kept its Buy recommendation with a target price of 9.00 baht based on SOTP, with catalysts from progress on new projects during 2H26E-2027E and the common ticketing policy for electric trains in early 2027E, though details of the government's subsidy calculation still need to be monitored, particularly the volume of passengers added by the policy.

KGI expects BEM's third-quarter 2569 profit to peak on passenger and expressway growth

KGI Securities (Thailand) said BEM reported average daily passenger volume and electric train ticket revenue for August 2569 at 444,000 people, up 1.0% YoY and 4.2% MoM, and 13.2 million baht, up 0.1% YoY and 3.8% MoM, respectively. Meanwhile, average daily vehicle volume for expressway users and revenue stood at 1.12 million vehicles, up 0.7% YoY and 1.4% MoM, and 25.6 million baht, up 0.6% YoY and 1.9% MoM, respectively. Over the first eight months of 2569, average daily passenger volume and revenue stood at 424,500 people, up 0.8% YoY, and 12.72 million baht, up 2.2% YoY, while average daily vehicle volume and revenue stood at 1.1 million vehicles, up 0.8% YoY, and 25.2 million baht, up 0.3% YoY, respectively. It expects average daily passenger volume and revenue in the third quarter of 2569 to rise about 1-1.3% YoY and 11-12% QoQ, while average daily vehicle volume and revenue may grow 0.6-0.7% YoY and 2.5-3.5% QoQ. Normally the third quarter tends to be the year's peak quarter for results, as revenue from the expressway and rail system businesses grows in the single digits. Good cost control plus an interim dividend from TTW. Fourth-quarter 2569 profit should be slightly stronger than previously expected YoY, driven by a cost adjustment of about 100 million baht. It maintains its 2569 profit estimate at 3.9 billion baht, up 4% YoY, and its 2570 estimate at 4.0 billion baht, up 3% YoY, without yet including the opportunity for passenger volume to increase from the trial run of the Orange Line (eastern side), which will feed more passengers into the Blue Line, and the new, cheaper fare rate of 17-45 baht, which should also help improve operating efficiency. The first Orange Line train sets will gradually arrive in late 2569, and all 17 trains should be ready in late 2570 for trial runs before officially opening for commercial service in early 2571. Meanwhile, additional Blue Line train sets will gradually arrive from mid-2570 through late 2571, and the end of the Blue Line project's compensation payments in 2572 will help BEM save about 5 billion baht per year in cash flow. The official opening of the Orange Line's western side and the Purple Line's southern section will support growth in 2573. For the expressway business, full-year positive effects should be seen from the increase in tolls on the urban FES and SES routes to 60 baht in 2572 from the current 50 baht. BEM also still hopes for the 35-billion-baht elevated expressway project and the 30-billion-baht M&E contract, with the Purple Line's southern section expected to receive government approval early next year. It maintains a buy recommendation with an SOTP target price of 8.40 baht, derived from the core business at 6.30 baht using a WACC of 5.3% and terminal growth of 0%, and investments in TTW and CKP at 0.75 baht, plus the Orange Line project at 1.35 baht. The target price reflects a 2570 PE of 32-33x, minus 0.5 S.D.
