Government Eyes Early Retirement Scheme for Civil Servants Starting at Age 50, With Payouts Over 12 Times Salary
Pakorn Nilprapunt, Deputy Prime Minister in charge of legal affairs, disclosed progress on the early retirement programme for ordinary civil servants, saying that relevant agencies are now preparing the details before submitting them to the Cabinet. Only one point remains to be settled: the compensation multiple, which is intended to exceed 12 times salary, and this must be discussed with the Ministry of Finance to finalise the criteria. The initial eligibility group will start at age 50 and above, but those aged 40 and over who wish to join must have necessary reasons, such as resigning to care for parents or health problems, with the head of each agency deciding on a case-by-case basis. The measure is expected to be implemented within fiscal year 2570, targeting a 5% annual reduction in the workforce out of the total number of civil servants. The first phase aims for 5% and will use a budget of 7 billion baht, initially possibly drawn from the central budget, after which the programme budget will gradually decline in subsequent years. As for the reduction of overlapping regional government agencies, Pakorn said the Office of the Public Sector Development Commission is considering the matter and it must be carried out gradually because of the impact on staffing and missions, but he confirmed it will proceed and forms part of a long-term plan.
Tenable Holdings Launches AI Security Product and Adds Board Member
Tenable Holdings has paired a fresh AI security rollout with a high profile board appointment, giving investors new information on both product direction and governance in the AI driven cybersecurity market. The news lands on a rising share price, with a 1-day share price return of 6.61% and a 30-day share price return of 38.13% feeding into an 82.97% year-to-date share price gain, even though the 3-year and 5-year total shareholder returns of 2.87% and 18.21% respectively show a weaker longer run record. Tenable Holdings closed at $41.59 while the most followed narrative pegs fair value at $35.35, an 18% overvaluation. The company's ability to consolidate multiple asset types, including VM, cloud, identity, OT and AI security, in a single platform is resulting in larger deal sizes and growing enterprise adoption, directly impacting top-line growth and average selling prices. Still, heavy exposure to U.S. Federal and public sector budgets, alongside intense platform competition from larger cybersecurity vendors, could quickly challenge the momentum story.

Dongcai Technology Chairman Tang Anbin Completes Share Reduction, Cashing Out 144 Million Yuan in Three Months
The share reduction plan of Dongcai Technology Chairman Tang Anbin has expired, with a total of 144 million yuan cashed out over three months. According to Dongcai Technology's disclosure, from June 30 to September 29, Tang Anbin reduced his holdings by a cumulative 2.89 million shares through centralized bidding, accounting for 0.29% of the company's total share capital, at prices ranging from 48.56 yuan to 54.31 yuan per share, for a total reduction amount of 144 million yuan. This reduction stemmed from a plan announced in June this year, when Tang Anbin, due to personal funding needs, intended to reduce his holdings by no more than 2.9012 million shares within three months starting June 30, representing 0.29% of total share capital, and ultimately reduced 2.89 million shares. Before the reduction, Tang Anbin held 11.6051 million shares, or 1.15%; after completion, his holdings fell to 8.7151 million shares, with his stake dropping to 0.86%. Born in 1968, Tang Anbin has served as chairman since December 2019, and his pre-tax compensation from the company in 2025 was 2.4613 million yuan. This is not his first reduction; including this one, Tang Anbin's cumulative reduction totals approximately 21.04 million shares, cashing out about 356 million yuan. In addition, several directors and senior executives, including director and general manager Li Gang, have also completed reductions this year. Dongcai Technology focuses on new chemical materials such as optical film materials and electronic materials. In the first half of this year, it achieved operating revenue of 3.095 billion yuan, up 27.29% year-on-year, and net profit attributable to the parent of 312 million yuan, up 63.78% year-on-year.
Infosys Says U.S. PERM Suspension Will Have No Material Impact
Infosys said it does not expect a material impact from the U.S. government's suspension of its participation in the Permanent Labor Certification program, a key route for employers to sponsor skilled foreign workers for U.S. permanent residency. The Indian IT services company said in an exchange filing on Saturday that it welcomes the opportunity to work with the Department of Labor and related government agencies to answer any questions they may have. The U.S. government announced the suspension on Thursday, affecting several major technology and IT services firms, including Infosys, Tata Consultancy Services, Wipro, HCL Technologies, Cognizant, Microsoft, Adobe and Capgemini. The affected companies will be unable to submit new PERM applications or have pending applications processed under the suspension. The move forms part of the Trump administration's broader crackdown on skilled foreign labour, with U.S. officials alleging that some companies used the program to replace American workers with lower-cost foreign employees. PERM is separate from the H-1B temporary work visa program, and the suspension does not appear to directly affect existing H-1B visa holders.

Trump Awards Science Medals to Musk, Nadella and Four Other Tech Titans Hours After Vance Targets Them
The Trump administration suspended the PERM green-card labor certification program for Microsoft and other companies on October 8, the same day President Donald Trump awarded top science medals to six tech billionaires, five of whom are immigrants. Vice President JD Vance, speaking at the White House that morning as chair of the White House Task Force to Eliminate Fraud, accused Microsoft of abusing the H-1B and PERM programs more than any other U.S. company and said the government had decided to suspend the PERM program for Microsoft due to an ongoing investigation. The suspension also affects Adobe and six IT outsourcing firms: Cognizant, Infosys, Tata Consultancy Services, Wipro, HCL Technologies and Capgemini. Microsoft pushed back, saying it only files H-1B petitions for those who meet the visa category's rigorous standards, while India called Vance's comments deeply offensive as USCIS data showed 70% of H-1B petition beneficiaries approved in FY 2025 were born in India. Later that day, Trump awarded the National Medal of Science to Elon Musk, Sergey Brin, Jensen Huang and Lisa Su, and the National Medal of Technology and Innovation to Satya Nadella and Michael Dell. The PERM suspension does not stop the companies from applying for H-1B visas, but the administration added a $100,000 fee to each new H-1B petition in September 2025, up from the prior $2,000 to $5,000 range; federal courts blocked and vacated the fee in June and September 2026, and the government is appealing.

Dutch court denies Philips shareholders' probe request over 2021 recall
A court in Amsterdam on Saturday denied demands by shareholders of Philips for an investigation into the company over its handling of a massive product recall involving its sleep apnea and ventilator machines in 2021. The Enterprise Chamber of the Amsterdam Court of Appeal ruled in favor of the company, dealing a setback to a large group of Philips shareholders, including the Dutch investors' association, VEB, and several institutional investors. The shareholders called for a court inquiry after the Dutch medtech launched a recall of roughly 3.5M breathing machines in 2021 due to concerns that a polyurethane foam used in the devices could deteriorate and become toxic. The investors argued that the company failed to identify and address the issues promptly due to weaknesses in its internal systems, and alleged that the Philips board of directors was aware of the problems at the company's Respironics U.S. unit, which made the devices, well before the disclosures were made regarding the issue. The chamber said there is no reason to assume that Philips ought to have intervened at Respironics earlier, or that the Supervisory Board exercised insufficient oversight, and added that there is no sufficient basis to determine that Philips' disclosures to the investors were late, incorrect, or misleading. The chamber didn't rule on whether there were errors at Respironics or regarding the extent of liability for damages faced by investors.
Freddie Mac Names John Glessner Chief Risk Officer as Anil Hinduja Departs
Federal Home Loan Mortgage has named John Glessner as its new Chief Risk Officer, effective October 1, 2026, succeeding longtime risk chief Anil Hinduja, who has departed. Glessner previously led investments and capital markets at the company. The leadership change comes amid a sharp selloff in the shares, which are down 7.3% over the past week, almost 30% over 30 days, and 64.44% year to date, though the three-year total shareholder return remains near 5x. A widely followed narrative values the stock at a fair value of $14.70 against a last close of $3.68, implying it is 75% undervalued, supported by mission-driven affordable housing exposure, including the majority of financed units affordable to households at or below 120% of area median income and 66% of multifamily new business labeled mission driven affordable. That narrative could break if refinancing stays muted in a higher rate backdrop or if housing policy shifts hit affordable volumes.

Sweco AB announced on 2 October 2026 that long-serving CEO and President Åsa Bergman will resign after 35 years at the company, remaining in her role until a successor is appointed. Her departure ends a nearly nine-year leadership tenure at Europe's largest architect and technology consulting firm, raising questions about future leadership direction. The company's Q2 and H1 2026 results showed higher sales and earnings versus the prior year, underpinning an investment story built on operational efficiency and a strong pipeline in rail, hospitals and grid projects. Sweco's narrative projects SEK39.0 billion revenue and SEK3.4 billion earnings by 2029, requiring 6.2% yearly revenue growth and about SEK1.1 billion earnings increase from SEK2.3 billion today, while some of the lowest analysts assumed revenue of about SEK38,100,000,000 and earnings of SEK3,200,000,000 by 2029. Bergman's resignation puts extra focus on whether the incoming CEO will sustain that margin focus and project discipline while managing softer real estate and Finnish demand and ongoing restructuring costs.
Origin Bancorp Director Richard Gallot Jr. Resigns From Board
Origin Bancorp disclosed that Dr. Richard Gallot, Jr. has resigned from its Board of Directors, a change the company recorded in a recent filing. The departure trims one voice from the boardroom and reduces the current roster of directors, adjusting the mix of experience guiding the regional lender. Origin Bancorp runs Origin Bank, which serves small and medium-sized businesses, municipalities, and retail customers across Texas, Louisiana, Alabama, and Mississippi. The resignation does not directly alter the balance sheet, but it slightly shifts the oversight mix behind the company's Optimize Origin program, capital returns, and disciplined credit and funding decisions. Investors will watch how the board fills the vacancy and whether any refresh is tied to skills such as data centric banking, Southern market expertise, or fee income growth, with the next proxy statement and future board or committee disclosures as the key markers.
Stadler Rail Names Philipp Brunner Group CEO From January 2027
Stadler Rail's board has confirmed that long-serving executive Philipp Brunner will succeed Markus Bernsteiner as Group CEO from January 2027, putting a long runway under the company's leadership change. The handover comes as the Swiss train maker's order backlog has grown to CHF 29.4 billion, up from previous periods, on the back of increased urbanization, government-led investment in public transport, and decarbonization momentum in Europe. Stadler also leads in alternative drives, with more than 300 battery and hydrogen trains sold and options for 200 or more additional units. The stock last closed at CHF30.40, against a most-followed fair value estimate of CHF30.86, after a 90 day share price return of 31.72%, a year to date share price return of 39.19%, and a 1 year total shareholder return of 56.90%, though its 5 year total shareholder return remains down 14.81%. The narrative could be knocked off course if heavy capacity spending keeps free cash flow deeply negative or if large contract timing swings keep earnings choppy.

Over longer horizons, Wendel's 1-year total shareholder return stands at 2.95% and its 3-year total shareholder return at 26.71%, against a 5-year total shareholder return that is down 15.31%. Estée Lauder Names Gaétane Baudry Global General Manager of Bobbi Brown
The Estée Lauder Companies appointed Gaétane Baudry as Senior Vice President and Global General Manager of Bobbi Brown in early October 2026, tasking her with leading the brand's global strategy, innovation agenda and consumer engagement from New York. Baudry brings luxury beauty experience across Shu Uemura, Giorgio Armani Beauty, Helena Rubinstein and Lancôme, giving Estée Lauder an experienced operator to refine Bobbi Brown's positioning and execution as the group emphasizes product innovation and brand-led growth. The appointment sharpens execution in a core makeup brand but does not materially change the near-term catalyst of margin follow-through under the Profit Recovery and Growth Plan and the One ELC model, nor the main risk of restructuring disrupting consumer-facing operations. Estée Lauder's narrative projects $17.1 billion revenue and $1.5 billion earnings by 2029, requiring 4.4% yearly revenue growth and about a $1.3 billion earnings increase from $182.0 million today, with a $107.04 fair value implying 9% upside. Some of the lowest ranked analysts assume revenue of about US$16.9 billion and earnings of roughly US$1.5 billion by 2029, viewing execution and cash conversion risks differently from those who see Baudry's appointment as reinforcing the existing recovery story.

Estée Lauder Faces Shareholder Vote on Plastic Packaging Disclosure
Estée Lauder Companies is facing new shareholder proposals pressing for greater disclosure on plastic packaging ahead of its 2026 Annual Meeting. The proposal from Green Century Equity Fund pushes the company to quantify its total plastic use and assess health and environmental impacts more rigorously, and activist investors are asking the group to assess its plastic footprint, set clearer reduction goals, and report progress to shareholders. The board has urged investors to vote against the plastic packaging resolution, signaling resistance to the requested ESG reporting changes. The 2026 Annual Meeting on 17 November is the key test, because the voting outcome on the plastic report and any board response afterward will show whether Estée Lauder chooses to adjust disclosure voluntarily or continues to resist. Estée Lauder Companies, a US based personal products group with a market cap of about $34.1b, sells skin care, makeup, fragrance, and hair care worldwide, so any shift in plastic packaging policy could influence a large global portfolio of beauty brands and suppliers.

Goodyear Tire & Rubber Elects Joe Hinrichs as Board Chairman
Goodyear Tire & Rubber elected Joe Hinrichs as chairman of its Board of Directors, replacing Laurette Koellner. Hinrichs previously served as CEO of CSX Corporation and held senior executive roles at Ford Motor Company, bringing operating experience from complex industrial groups to a tire maker with a market cap of about $1.4 billion. The boardroom shift comes as Goodyear pursues cost cuts, a tilt toward premium tires and a cleaner balance sheet under its Goodyear Forward program, set against pressure from low cost rivals, tariffs and weak commercial volumes. Investors will watch whether the new chair translates boardroom priorities into financial traction after the Q1 2026 loss of about US$249 million and Q2 2026 loss of US$204 million, with updates expected through 2027 on Goodyear Forward cost savings, progress on the Fayetteville closure and tire volume trends by region and segment.

Northern Trust announced that long-serving Chief Financial Officer Dave W. Fox, Jr. plans to retire around March 31, 2027, with a formal internal and external search now underway. The succession process is mapped out years in advance, pairing with a recent pullback in the shares: Northern Trust's 1 month share price return is down 8.9% and its 3 month share price return is lower by 8.4%, while the year to date share price return of 20.8% and 1 year total shareholder return of 37.7% point to longer-term momentum. The most followed valuation story pegs fair value at $184.27, above the last close at $168.21, framing the pullback as a discount that hinges on execution, with technology and AI programs, including AI assisted code development and a plan for tech spend growth to moderate toward mid single digit rates, supporting a multi year effort to raise productivity and expand margins. A simple P/E check tells a more mixed story: at 14.1x earnings the shares trade above a fair ratio of 12.8x, though far below the US Capital Markets average of 39.3x and a 22.8x peer group. The story could be knocked off course if adviser poaching pushes compensation higher or if liquidity products face sharper fee pressure.

Halo Microelectronics hit again by former employee's $3.5 million arbitration claim; two disputes in under a month total over RMB 70 million
Halo Microelectronics announced on the evening of October 9 that the company and its wholly owned subsidiary Halo Microelectronics International Corporation recently received arbitration application materials served by JAMS. The claimant, Darson Zhang, has filed a claim for $3.5 million, approximately RMB 23.456 million. The case has been accepted but has not yet gone to hearing. Darson Zhang previously worked at HMI and was granted stock options. He alleges that after his departure the company failed to cooperate in repatriating stock proceeds and exercising his remaining stock options, amounting to breach of contract, misappropriation of property, and wrongful termination. The claim involves approximately $1.75 million in withheld stock value and approximately $1.75 million in unexercised option value. He also requests that this case be consolidated with the arbitration Halo Microelectronics filed in November 2025 against Nam David Ingyun and others. Less than a month earlier, Halo Microelectronics disclosed a lawsuit brought by Nam David Ingyun, former CEO of a controlled subsidiary, on labor dispute grounds. He sought to exercise approximately 3.2576 million stock options, or otherwise claim RMB 48.4406 million in damages. The two lawsuits and arbitrations together involve claims totaling approximately RMB 71.8966 million. Halo Microelectronics said that in the first half of 2025 it discovered that the individuals involved were suspected of stealing trade secrets, breaching fiduciary duties, and engaging in unfair competition. It therefore suspended their vested but unexercised options and temporarily withheld cooperation on capital outflows. The company described this arbitration as a counterclaim and said it will actively defend itself. In addition, the South Korean controlled subsidiary Zinitix was designated as an administrative issue stock starting September 3 because its market capitalization fell below 20 billion Korean won for 30 consecutive trading days, putting it at risk of delisting. Its revenue in the first half of 2026 was RMB 82.8094 million, accounting for 15.66% of Halo Microelectronics' revenue in the same period, with related goodwill of RMB 64.2175 million. Halo Microelectronics' revenue in the first half of 2026 was RMB 529 million, up 13.35% year on year. Net profit attributable to the parent narrowed its loss by 32.02% year on year, but the company still posted a loss of RMB 30.3779 million.

Lululemon Athletica Resets Leadership, Creating New President and COO Roles
Lululemon Athletica has reset its leadership lineup, creating new President & Chief Product Officer and Chief Operating Officer roles while starting searches for three more senior hires. The most followed narrative values the company at $139 per share, a 33% undervalued call, while a discounted cash flow model lands closer to $83.98, framing the current price as expensive. That narrative holds that lululemon still earns high returns on capital and retains a direct-to-consumer structure that supports margins, even as earnings pressure, tariffs and weaker Americas demand weigh on reported results, and it acknowledges the brand reset has been more painful than expected. The reset story could break if earnings pressure deepens or if the leadership changes fail to steady falling shareholder returns.

Goldman Sachs May Be 17% Undervalued on Excess Returns Model
Goldman Sachs Group may be 17% undervalued following talk of CEO succession, according to an Excess Returns valuation model. The stock last closed at US$882.59, and the model's projections put Goldman Sachs Group's estimated intrinsic value meaningfully above that price, with a bull case seeing the shares 21% undervalued. The model starts from book value of $362.05 per share and a stable book value estimate of $406.03, with analysts pointing to stable EPS around $75.58 per share, a cost of equity of $38.02 per share, an excess return of $37.57 per share, and an average return on equity of 18.62%. Dividend assumptions of $20.70 per share in annual payouts and long run dividend growth of 3.7% point to cash distributions the model treats as reasonably supported by expected earnings. The stock has returned about 204.5% over the past 3 years, and recent news around leadership succession, executive equity awards tied partly to stock performance, and moves into tokenized trading and asset and wealth management has kept focus on how efficiently Goldman Sachs can deploy capital. A bear case holds that rising digitization and fintech disruptors will erode margins across investment banking, trading, and wealth management, leaving the stock roughly fairly valued.

AB Science reported an operating loss of €10.4 million for the first half of 2026, compared with a loss of €2.7 million a year earlier, and announced the appointment of Stéphane Ledermann as Chairman and Chief Executive Officer. Stryker Names Spencer Stiles CEO as Kevin Lobo Moves to Executive Chairman
Stryker Corporation said on October 6 that Kevin Lobo will become executive chairman and Spencer Stiles will become chief executive, both effective January 1. The succession comes with the shares at around $275 on October 7, down 1.01% on the day and 24.85% lower over twelve months, and 30% below their 52-week high of $392.55. White House Forms Inquiry Committee to Investigate Fed Governor Lisa Cook
President Donald Trump has revived his campaign to oust Lisa Cook from the Federal Reserve's board of governors, issuing a memo ordering the formation of a committee on inquiry to investigate allegations that Cook made false statements on one or more mortgage loan applications. The memo is dated Oct. 7, 2026, but only appeared on the White House's website on Friday, and it sets an in-person hearing to consider evidence and allegations on Nov. 5, 2026. In the memorandum, Trump wrote that the committee shall investigate the allegations against Governor Cook and report to him whether there is cause for her removal, and the committee may consult personnel from executive departments and agencies, including the Department of Justice. Cook may submit a written position statement to the committee, which must be received at least three days before the hearing. Trump originally tried to fire Cook in August 2025 without an inquiry or investigation, and Cook has sued the president, saying he lacks the authority to remove a Fed governor and did not provide due process; in July, the Supreme Court allowed Cook to stay on the Fed board while her suit proceeds. The president has been frustrated by the monetary policymakers' refusal to cut interest rates, and the Federal Open Market Committee raised its benchmark rate by 25 basis points to 3.75%-4.00% last month.

Amazon Cuts Fewer Than 1,000 Jobs Across US, India and UK
Amazon.com Inc. has reportedly laid off fewer than 1,000 positions across multiple business units, with employees reporting cuts affecting teams in the U.S., India, and the U.K. Workers said Tuesday they received emails notifying them that their positions had been eliminated, Business Insider reported on Wednesday, with messages shared in an internal Slack channel with almost 37,000 members indicating the reductions reached customer service, marketplace support and engineering roles within Amazon's retail operations. Amazon told the publication that it eliminated a small number of roles, primarily in its Stores business, as part of a restructuring aimed at moving faster and supporting its priorities, and said it would support affected employees through the transition. The latest cuts follow a much larger restructuring announced in January, when Amazon confirmed approximately 16,000 job reductions across the company, adding to the 14,000 corporate job cuts announced in October 2025 and bringing total planned reductions to about 30,000 roles, or roughly 1% of its 1.56 million workforce, affecting AWS, retail, Prime Video, and the People Experience and Technology unit. Last month, Amazon was reportedly seeking former employees, including some previously laid off, for artificial intelligence and cloud-computing positions through its AI agent organization, led by AWS Vice President Swami Sivasubramanian, which launched a "Swami's Boomerang Reengagement Initiative" to reconnect with former workers specializing in AI and machine learning.
