Transport Ministry set to overhaul Thai Airways' 15-year contracts, adding penalties after baggage backlog

The Transport Ministry is preparing to review Thai Airways International's ground handling and cargo service contracts at Suvarnabhumi Airport in order to add penalty conditions for service failures, after large numbers of baggage and cargo items were left stranded between September 26 and 30, 2026, even though both contracts still have 15 years remaining. Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn said he had already discussed the matter with the permanent secretary of the Transport Ministry and Airports of Thailand, and that initially it was deemed necessary to add penalties similar to those in the contracts for apron and ground equipment services and the third cargo service project, for which Airports of Thailand has just signed a joint investment contract with Bangkok Flight Services, which already includes penalty provisions, as well as the second operator, WFS-PG Cargo, whose contract has expired and for which Airports of Thailand is now reopening bidding with penalty conditions as well. Phiphat said he would discuss with Thai Airways and the Finance Ministry as the supervisory authority, including Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas, that contracts without penalties cannot be accepted. As of October 8, 2026, there were still 80 unclaimed bags whose owners had not been found, with Airports of Thailand tasked with urgently coordinating with Thai Airways to deliver all the bags to passengers. As for the removal of Thai Airways' CEO, Phiphat said it is a matter for the Thai Airways board and the Finance Ministry, not the Transport Ministry.

Finance Ministry studies 1,000-baht exit tax; brokers warn of pressure on tourism and aviation stocks

The Ministry of Finance, through the Revenue Department, is studying the collection of an outbound travel tax, or exit fee, from travellers leaving Thailand. The latest approach covers travellers of all nationalities, both Thai and foreign, unlike an earlier concept that focused mainly on Thais. Initially, the proposal is to collect the fee only from those departing the kingdom by air, at 1,000 baht per person per trip, with a maximum tax ceiling of no more than 5,000 baht per trip, and exemptions may be set for certain categories of travellers. Public consultation on the principles of the draft Outbound Travel Tax Act is currently open from 30 September to 29 October 2026. If the draft law passes the review process and is published in the Royal Gazette, it will take effect 180 days after the date of publication. DAOL Securities (Thailand) said in an analysis that if the exit fee is actually collected at 1,000 baht per person per trip, it would be a negative sentiment for tourism and aviation stocks. Based on 2025 data, with about 15 million Thais travelling abroad and about 28 million foreign tourists excluding Malaysians, full collection could generate total revenue of about 43 billion baht per year, while the 1,000-baht tax represents about 2.1% of the average tourist spending per trip of roughly 48,000 baht per person. TISCO Securities estimates that if a 450-baht country entry fee for foreign tourists is collected alongside the 1,000-baht outbound travel tax and AOT's international departure passenger service charge, or PSC, which rose to 1,120 baht from June 2026, the travel-related cost burden for foreign tourists would rise to about 2,570 baht per trip, from about 730 baht before June 2026. It views airlines as the parties responsible for collecting the tax, with AAV at the highest risk, followed by THAI and BA.

Thai Airways has signed a 50-year lease for 210 rai of land with the Eastern Economic Corridor Policy Committee, or EECO, to carry out the U-Tapao aircraft maintenance, repair and overhaul project, known as MRO. The contract begins on 1 October 2026, after the signing was postponed from the original date of 4 August 2026 because the Thai Airways board still had concerns about delays in the U-Tapao airport and Eastern Aviation City development project. EECO Secretary-General Chula Sukmanop confirmed there is no problem, as the site can still connect to U-Tapao's current runway. The MRO project on the 210 rai site carries an investment value of about 10 billion baht, with Thai Airways as the main investor. It is expected to take 3 to 4 years for design, construction and negotiations with partners before opening for service in 2030. The government will receive returns in two parts: land rent at a fixed rate adjusted according to the Comptroller General's Department rate, and a tiered revenue-sharing arrangement, with 3% in years 5 to 10, 5% in years 11 to 15, and 7% from year 15 onward. Thai Airways has also set up subsidiaries, Thai MRO Group Company Limited and Thai MRO Services Company Limited, each with registered capital of 1 million baht and 100% ownership, to support this project.

For the IMF-World Bank Annual Meetings 2026, which Thailand will host from October 12-18, 2026, with more than 15,000 participants from 191 countries, the Prime Minister has instructed the Transport Ministry to prepare from the airports onward, especially to ensure baggage handling does not create another backlog. AOT and Thai Airways have already coordinated their plans, and the war room continues to work together at all times. On transport in Bangkok, the Cabinet agreed that government agencies in the Bangkok area will work off-site on October 12, 14 and 15, 2026, while Friday, October 16, 2026, has been declared a special public holiday for government agencies in Bangkok only, to ease traffic problems. Meanwhile, the Transport Ministry, the Department of Highways, the Department of Rural Roads and the Expressway Authority of Thailand will survey cars parked on roads or bridges in flooded areas to coordinate with their owners to move them, and will prepare equipment and high-clearance vehicles together with the Department of Disaster Prevention and Mitigation, the Interior Ministry, and will seek cooperation from the armed forces. Ms. Pavina Jariyathitipong, Chief Executive Officer of AOT, said that on October 8, 2026, AOT will sign a contract with Airport Ground Services Thailand, or AOTGA, as the third operator of cargo warehouses, apron and ground equipment services, ground passenger services and other related businesses at Suvarnabhumi Airport, with a total value of more than 67 billion baht. Services are expected to begin in early 2027, while the cargo warehouse will be built as quickly as possible, taking about 18 months. Having a third operator follows a Cabinet resolution requiring one once passenger numbers exceed 45 million a year, and Suvarnabhumi currently handles more than 60 million passengers a year. AOTGA's contract also sets service performance measured through key performance indicators, along with penalties if the targets are not met, up to and including termination of the contract. These penalty conditions will also be added to the new tender for the second operator. Only Thai Airways' contract remains, with KPIs but no penalties. As for the 25-year contract term, Ms. Pavina said these projects require high investment and appropriate service fee controls, so it takes time to break even, and the appropriate period was calculated at 25 years. AOT is proceeding under the Public-Private Partnership Act of 2019. Having a third operator will ease the burden and give airlines more choices, since previously there were only two, leaving Thai Airways with no alternatives and insufficient capacity, which was one cause of flight delays.

III Proposes Airport Truck Link to Ease Suvarnabhumi Cargo Congestion

Tipp Dalal, Chief Executive Officer of Triple I Logistics Public Company Limited, or III, disclosed that flooding has left air cargo operations at Suvarnabhumi Airport facing severe congestion, with cargo piling up beyond what warehouses can hold.
