AOT expands with 152bn baht plan and AOTGA deal, but new outbound tax and cargo congestion weigh
▲
152bn baht Suvarnabhumi expansion plan AOT unveiled a 152 billion baht investment plan to expand Suvarnabhumi Airport into an aviation hub, aiming to handle more passengers and flights. This long-term capacity growth supports future revenue and earnings, pushing the stock up.
This is a major new capital commitment that directly supports AOT's long-term growth story.
AOTGA ground handling and cargo concession signed AOT signed a 25-year public-private partnership with AOTGA for ground handling and cargo services at Suvarnabhumi. This adds a new profit stream and expands capacity, supporting future earnings and passenger fee revenue.
The signing finalizes a previously approved deal, marking a concrete step that adds long-term value.
Outbound travel tax proposal hits tourism stocks The government signaled a 1,000-5,000 baht outbound travel tax, causing tourism stocks including AOT to fall. If implemented, it would reduce outbound travel, cutting airport fees and duty-free revenue, directly hurting AOT's earnings.
This is a new regulatory risk that directly threatens AOT's revenue from international departures.
Suvarnabhumi cargo congestion and baggage backlog Suvarnabhumi faced a 12,000-ton cargo backlog and tens of thousands of delayed bags, prompting government meetings and Thai Airways' CEO removal. This damages AOT's reputation and could deter airlines and passengers, weighing on the stock.
This operational crisis is a new negative event that could impact AOT's service quality and future traffic.
Transport Ministry set to overhaul Thai Airways' 15-year contracts, adding penalties after baggage backlog
The Transport Ministry is preparing to review Thai Airways International's ground handling and cargo service contracts at Suvarnabhumi Airport in order to add penalty conditions for service failures, after large numbers of baggage and cargo items were left stranded between September 26 and 30, 2026, even though both contracts still have 15 years remaining. Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn said he had already discussed the matter with the permanent secretary of the Transport Ministry and Airports of Thailand, and that initially it was deemed necessary to add penalties similar to those in the contracts for apron and ground equipment services and the third cargo service project, for which Airports of Thailand has just signed a joint investment contract with Bangkok Flight Services, which already includes penalty provisions, as well as the second operator, WFS-PG Cargo, whose contract has expired and for which Airports of Thailand is now reopening bidding with penalty conditions as well. Phiphat said he would discuss with Thai Airways and the Finance Ministry as the supervisory authority, including Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas, that contracts without penalties cannot be accepted. As of October 8, 2026, there were still 80 unclaimed bags whose owners had not been found, with Airports of Thailand tasked with urgently coordinating with Thai Airways to deliver all the bags to passengers. As for the removal of Thai Airways' CEO, Phiphat said it is a matter for the Thai Airways board and the Finance Ministry, not the Transport Ministry.

Maybank keeps Buy on AOT with 75 baht target, sees travel tax as an accumulation opportunity
Maybank Securities (Thailand) said in an analysis dated October 9, 2026, that concerns over an outbound travel tax are weighing on Airports of Thailand, or AOT, but are instead creating an opportunity to buy, as it maintained its Buy recommendation and a target price of 75 baht per share. The research team said it had met with AOT's senior executives to discuss business trends, and that there was no material new information, though the tourism tax and outbound travel tax became the main topics of discussion. Executives viewed that the 450 baht tourism tax on inbound tourists is unlikely to affect demand, while the proposal to levy a 1,000 baht outbound travel tax on international air travel is unlikely to materialize, as it could have a broad impact on the private sector, especially low-cost airlines. Departures by land and by water would still be exempt in the initial phase, and the public consultation process will run until October 29, 2026. The measure would take effect 180 days after its announcement. Based on a sensitivity analysis, the research team estimated that for every 1% decline in the number of international outbound passengers, AOT's profit in fiscal year 2027 would fall 1.6% and its target price would drop 0.60 baht per share. As for the tourism tax, the government plans to introduce a 450 baht levy, higher than the 300 baht level the Ministry of Tourism and Sports had previously proposed. The research team expects the impact to be limited, as it accounts for less than 1% of average spending per tourist per trip, and revenue from the tax will be used to improve tourism infrastructure and provide insurance for tourists.
AOT.BK · Regulation · Neutral Proposed 450 baht inbound tourism tax and 1,000 baht outbound travel tax create regulatory uncertainty for AOT, though Maybank sees limited demand impact and the outbound levy unlikely to materialize.
MST.BK · Capital · Positive Maybank Securities maintains Buy on AOT with a 75 baht target price, calling the travel-tax concern an accumulation opportunity.
AOT Ground Aviation Services Company Limited, or AOTGA, in which Triple I Logistics Public Company Limited, or III, holds a stake and participates in management, signed a contract with Airports of Thailand Public Company Limited, or AOT, on October 8, 2026, to provide ground services and manage cargo warehouses at Suvarnabhumi Airport under a 25-year contract. Tip Dalal, Chief Executive Officer and Chairman of III, said AOTGA will begin preparing tools, equipment and personnel after signing, and is expected to start services at Suvarnabhumi within December 2026 to handle rising flight and passenger volumes during the tourism season. On the cargo business side, AOTGA plans to build a new air cargo warehouse at Suvarnabhumi, with construction taking about 18 months before opening, aimed at handling time-sensitive, high-value goods, and will bring AI and robotics technology into the warehouse. III, meanwhile, will contribute its logistics and technology capabilities to support AOTGA, including linking transport between Suvarnabhumi, Don Mueang and Phuket through the Airport Truck Link system. Yuanta Securities (Thailand) Company Limited said in an analysis that AOTGA will add about 18 million baht per year to III's profit share starting in 2027, and is expected to reach 337 million baht in 2036. It forecast net profit of 471 million baht in 2026, up 12% year on year, and continued growth of 10% year on year to 499 million baht in 2027, and therefore maintained a Buy recommendation while raising its end-2027 target price to 7.40 baht.

Tourism stocks fall after government signals 1,000-5,000 baht outbound travel tax
Tourism stocks declined after the government signaled it will impose an outbound travel tax of 1,000-5,000 baht per trip. Shares of Airports of Thailand, or AOT, closed at 57.50 baht, down 2.25 baht, or 3.77%, with trading value of 2.68 billion baht. MINT, meanwhile, derives most of its revenue domestically. On the same day, Airports of Thailand and AOT Ground Aviation Services, or AOTGA, signed a public-private partnership agreement for a project to provide apron and ground support equipment services, ground passenger services, and other related activities, known as Ground Support Equipment, or GSE, as well as a cargo terminal project at Suvarnabhumi Airport for a third-party operator, aimed at boosting ground handling and air cargo capacity. Services are expected to begin in 2027. For the cargo project, a warehouse will be built and various preparations made, with construction expected to take about 23 months and the total project operating period set at 25 years.

Airports of Thailand, or AOT, has signed a public-private partnership agreement with AOT Ground Aviation Services, or AOTGA, to carry out the ground handling apron and equipment services project, the ground passenger services and related activities, known as GSE, and the cargo terminal services project, or Cargo, at Suvarnabhumi Airport as a third-party operator. The signatories were Ms. Paweena Jariyathitipong, Chief Executive Officer of AOT, and Mr. Siriwat Towachirakul, Chief Executive Officer of AOTGA. AOT is acting under Section 36 of the Public-Private Partnership Act B.E. 2562. AOTGA submitted the proposal and was selected as the operator for both projects, in line with the Cabinet resolution of 8 September 2026, which approved the results of the private-sector selection and the key contract conditions as proposed by the Ministry of Transport. The GSE project is expected to begin services in 2027 after AOTGA prepares its personnel and equipment. The Cargo project will involve construction of a cargo terminal and preparation in various areas, expected to take about 23 months, with the overall project operating period totaling 25 years. AOT has set service efficiency as a key performance indicator, or KPI, along with penalty and fine conditions if the operations do not meet the terms specified in the contract.

DBS Vickers assesses that the Ministry of Finance's revival of the exit fee on departures from the kingdom, at 1,000 baht per trip collected through airline tickets and applied to both Thai and foreign travellers, is a negative sentiment for the tourism and airline sectors. Although this issue surfaced in late April 2026, at that time it applied only to Thais and could not be implemented. This time it is more likely to proceed because a public consultation has already opened. The research team cites 2025 figures showing about 15 million Thais travelled abroad and roughly 28 million foreign tourists excluding Malaysians. It expects that if the fee is actually collected, it could be worth as much as 43 billion baht per year. At 1,000 baht per person per trip, that represents only 2.1% of tourist spending per trip of 48,000 baht per person based on 2025 data, and in 2027 airfares are expected to fall in line with oil prices, which would help soften the impact. The research team favours an overweight stance on the tourism sector, selecting CENTEL with a target of 48.00 baht and ERW with a target of 4.20 baht as top picks. For the aviation sector it also sees negative sentiment, ranking the affected stocks from most to least affected as AAV, AOT, BA and THAI. THAI and BA are moderately affected because they are full-service airlines whose fares are already high, while AAV, a low-cost carrier flying short-haul routes, will be hit harder, with average round-trip fares to Malaysia and Vietnam of 4,000 to 7,000 baht set to rise by 15% to 25%. However, Thai AirAsia derives 55% of its revenue domestically, which may offset some of the impact if Thais turn to travelling within the country more. As for AOT, with a target of 73.00 baht, the research team expects a secondary impact through PSC revenue from international outbound passengers and duty-free revenue if fewer Thais travel abroad, though foreign passengers are not expected to be much affected.
AAV.BK · Regulation · Negative Revived 1,000-baht exit fee collected via airline tickets is negative for AAV, ranked most affected as a low-cost short-haul carrier with fares set to rise 15-25%.
AOT.BK · Regulation · Negative AOT faces a secondary impact from the exit fee, ranked third most affected among aviation stocks.
BA.BK · Regulation · Negative Bangkok Airways is moderately affected by the 1,000-baht exit fee as a full-service airline with already-high fares.
THAI.BK · Tariff · Negative Revived 1,000-baht exit fee collected via airline tickets adds a cost to air travel, hurting demand for THAI's flights; ranked among affected aviation stocks.
CENTEL.BK · Capital · Positive DBS Vickers favors an overweight stance on tourism and selects CENTEL as a top pick with a 48.00 baht target.
ERW.BK · Capital · Positive DBS Vickers selects ERW as a top tourism pick with a 4.20 baht target amid an overweight sector stance.
Kasikorn Securities says 3 tourism stocks to benefit from 450-baht foreign tourist fee
Kasikorn Securities said the Ministry of Tourism is preparing to propose a 450-baht fee per foreign air arrival, with part of the revenue used to fund insurance that would ease the state's burden of medical expenses, and it expects at least 8 billion baht a year to flow into a fund for restoring tourism sites, before the plan goes to the tourism policy committee and the cabinet for consideration. Kasikorn Securities assessed that the impact on tourism and aviation stocks, namely AOT, AAV and BA, as well as hotel groups, would be limited, and that if the fee is collected through tickets at 450 baht it would not significantly affect travel decisions.
AAV.BK · Regulation · Neutral Kasikorn says the 450-baht foreign tourist fee's impact on AAV would be limited and unlikely to deter travel decisions.
AOT.BK · Regulation · Neutral Kasikorn assesses the proposed 450-baht tourist fee's impact on AOT as limited, with fee collection via tickets not significantly affecting travel.
BA.BK · Regulation · Neutral Kasikorn says the 450-baht foreign tourist fee would have a limited impact on BA and not significantly affect travel decisions.
Stocks to Watch: Banking Group Enters Q3 2026, FSS Expects 7 Banks to Post Combined Profit of 55 Billion Baht
Banking stocks are entering the third-quarter 2026 earnings season amid pressure from a falling interest-rate cycle. FSS estimates that seven stocks, namely BBL, KBANK, KTB, SCB, TTB, KKP and TISCO, will report combined net profit of 54.98 billion baht, down 0.7% QoQ and down 11.6% YoY. The main pressure comes from three policy rate cuts, or 0.75%, over the past 12 months, which pushed loan yields lower, although cheaper funding costs and loan growth have partly offset the impact. Meanwhile, Thai Airways has made no progress in its search for a new CEO, with applicants saying they have only received an email confirming they passed qualification screening but have not yet been told the date for their vision presentations. AOT is set to sign two AOTGA contracts tomorrow, covering the ground services and the third cargo terminal projects, with a combined value of 67.3 billion baht over 25 years, starting operations in 2027. Brokers note that AOTGA is a key piece in strengthening airport revenue after it earned a profit of 898 million baht in 2025, and expect Airports of Thailand to post normal profit of 4.7 billion baht in the fourth quarter of 2026, with the full quarter of the new PSC, and to raise its 2027 target with profit surging 45% to 28 billion baht, with a target price of 73 baht. As for MGC, brokers expect normal profit in the third quarter of 2026 to jump 30% to 350 million baht on XPENG X9 deliveries, and expect a new high of about 500 million baht in the fourth quarter of 2026, with a buy recommendation and a target of 20.20 baht per share. For TRUE, brokers recommend buying and expect record third-quarter 2026 profit of nearly 7 billion baht, with a maximum target of 19 baht. DIF is expected to post investment profit of 3.138 billion baht in the third quarter of 2026, up 3% from a year earlier, and to pay a dividend of 0.222 baht per unit, with an average full-year yield of 8.7% and a target of 10.60 baht.

Trinity Securities has released its first calculation for the 1H27 review cycle, forecasting which stocks will be added to and removed from the SET50 and SET100 indices, based on data through September 30, and will wait for actual data through the end of November. The stocks expected to be added to the SET50 index are KCE, SPRC, IRPC and CENTEL, all four with 99.99% confidence. The stocks expected to be removed from the SET50 are LH, OSP, TIDLOR and MRDIYT, also with 99.99% confidence. The stocks expected to be removed from the SET100 are AURA, QH and MOSHI, and HANA must avoid being placed on the Trading alert list throughout October and November. Strategically, Trinity recommends gradually buying for speculation the stocks certain to be added to the SET50 index, namely KCE, SPRC, IRPC and CENTEL, with KCE the most attractive because it has the largest market cap, and recommends avoiding stocks that may be removed from the SET50, namely LH, OSP, TIDLOR and MRDIYT, over the next one to two months. Meanwhile, Kasikorn Securities noted that the Prime Minister has ordered all agencies to accelerate preparations to host the 2026 World Bank-IMF meeting, which is expected to draw more than 10,000 participants from at least 19 countries, focusing on upgrading airports, airlines, visas, immigration, security and public health, and using this stage to attract investment and build confidence in the Thai economy. This is seen as positive sentiment for stocks related to travel, tourism, airports, hotels and convention centres, such as AOT, AWC, CENTEL and ERW.

Asia Plus names CENTEL top tourism pick as hotel revenue outpaces visitor growth
Asia Plus Securities said in a research note that Thailand's tourism sector still looks set for solid growth. During China's Golden Week from September 27 to October 3, 2026, Thailand received 522,532 foreign arrivals, up 8% from the previous week, driven by 133,946 Chinese tourists, a rise of 42% from the prior week. Although foreign arrivals in the third quarter of 2026 fell 5% year on year, they rose 3.5% from the previous quarter, and excluding the Malaysian market the decline was only 0.9%. Key markets continued to expand, with China up 12%, Europe up 1.5%, the Middle East up 13% and the Americas up 1.5%. The standout point is that hotel revenue is still growing faster than visitor numbers. Forward booking data indicates that revenue per room for CENTEL and MINT is likely to rise about 10-13% from a year earlier, while ERW targets revenue growth of 7% from a year earlier. International passenger volume at AOT in July to September 2026 fell 1.9% year on year, in line with the foreign tourist trend when the Malaysian market is excluded. As for the next catalyst, the market is watching the annual meetings of the International Monetary Fund and the World Bank from October 12 to 18, 2026. Large international events of this kind are likely to benefit hotel operators such as ERW, AWC and CENTEL more directly than airport or airline businesses. On investment strategy, the brokerage remains positive on Thailand's tourism group, picking CENTEL as its top stock on the back of strong hotel business profit trends, while AOT and ERW remain attractive as stocks that stand to gain from international events and the recovery of Thailand's tourism sector.
CENTEL.BK · Demand · Positive Asia Plus picks CENTEL as top tourism stock on strong hotel profit trends, with revenue per room seen rising 10-13% YoY.
ERW.BK · Demand · Positive ERW targets 7% revenue growth and is seen benefiting directly from international events and Thailand's tourism recovery.
MINT.BK · Demand · Positive Forward booking data indicates MINT's revenue per room is likely to rise about 10-13% YoY.
AWC.BK · Demand · Positive AWC named among hotel operators likely to benefit directly from large international events like the IMF/World Bank meetings.
AOT.BK · Demand · Neutral AOT international passenger volume fell 1.9% YoY in Jul-Sep 2026, though it may benefit from international events less directly than hotels.
TTB Wealth Says Weak Baht at 33.68 Supports 9 Export and Tourism Stocks
TTB Wealth stated that the widening gap between Thai and US bond yields has pressured the baht to weaken, recently standing at 33.68 THB/USD, causing foreign fund flows to continue flowing out. However, the weaker baht benefits several groups. The electronics export group gains from both the weak baht and strong order volumes; preferred stocks are DELTA, KCE, and HANA. The food export group stands out for high dividends and still-laggard prices; preferred stocks are TU and ITC. The tourism group benefits from entering the high season for tourism; preferred stocks are AOT, ERW, CENTEL, and MINT, making a total of 9 beneficiary stocks.
ASPS recommends investing in DRs on global tech stocks and Thai stocks to ride the weak baht
Asia Plus Securities, or ASPS, recommends a Selective Investment strategy, highlighting DRs linked to global technology stocks such as the Optical, CPU & AI Server, Semi Equipment, Cloud and Power groups, alongside Thai stocks that benefit from the weakening baht and the high season. Analysts note that the direction of US Federal Reserve policy continues to pressure the baht. If the terminal interest rate sits at 4.5%, the baht will fluctuate weaker in a range of 35-37 baht per US dollar, or depreciate 4-10%, which is positive for the hospital group that treats foreign patients, such as BH, BDMS, BCH and PR9, as well as the tourism group like AOT, THAI and CENTEL, and the export group like TU, ITC and CPF. For the five standout stocks and interesting DRs, they include SHOP06, whose third-quarter earnings trend remains strong on the back of bringing AI to boost trading volume on its platform; MRVL06, which gets a boost from its Investor Day, where new technology is expected to be unveiled; ITC, which benefits from the weak baht and is awaiting progress on closing its merger deal in the fourth quarter of 2026; TRUE, whose third-quarter 2026 profit is expected to expand prominently, with an interim dividend of 0.15 baht anticipated; and BH, whose revenue and patient numbers from the Middle East are recovering strongly, while the stock still has high upside. On fund flows, although foreign investors still hold Thai stocks including NVDRs amounting to 36.5% of market value, cumulative net buying since the start of the year has fallen from a peak of 75 billion baht to just 18 billion baht, after more than 50 billion baht in net selling over the past two months. However, in the latest trading session, foreign investors began switching to net buying through the NVDR channel to the tune of 2.66 billion baht, reflecting selective accumulation of individual stocks expected to post fourth-quarter 2026 earnings growth to capture the high season.
BH.BK · Monetary · Positive Weak baht (Fed policy pressuring THB to 35-37/USD) is positive for hospitals treating foreign patients, with BH revenue and Middle East patient numbers recovering strongly.
ITC.BK · Monetary · Positive ITC benefits from the weak baht and is awaiting progress on closing its merger deal in Q4 2026.
CENTEL.BK · Monetary · Positive CENTEL is named among tourism stocks benefiting from the weakening baht and high season.
CPF.BK · Monetary · Positive CPF is named among export stocks that benefit from the weakening baht.
PR9.BK · Monetary · Positive PR9 is named among hospitals treating foreign patients that benefit from the weakening baht.

The focus is on upgrading airports, airlines, visas, immigration, security, and public health to accommodate leaders and senior executives, while using the forum as an opportunity to attract investment, expand trade, and build confidence in Thailand's economy over the long term. ERW.BK · Demand · Positive The 2026 World Bank-IMF meetings are expected to drive hotel demand and spending, benefiting Erawan Group.
Asia Plus names 10 standout stocks set to benefit from a weak baht
Asia Plus Securities said 10 standout stocks will benefit from the trend of a continuing weaker baht, divided into hospital groups that benefit from foreign patients, namely BH, BDMS, BCH and PR9; tourism groups that make it easier for foreign tourists to spend, namely AOT, THAI and CENTEL; and export groups that convert revenue back into baht at a higher rate, namely TU, ITC and CPF. The research department said the spread between the 10-year bond yield and Thailand's policy rate remains below its historical average, reflecting that the market still sees no clear signal of a change in interest rate direction. Meanwhile, factors from the United States, from the Fed's perspective, continue to pressure the baht. If the Fed's interest rate stands at 4.5%, the baht will fluctuate in the range of 35 to 37 baht per dollar, or weaken from the current level by about 4% to 10%, if the end of the Fed's interest rate cycle has not yet arrived. On Thailand's water situation, the latest data indicates that many large reservoirs have water volumes exceeding capacity or near critical levels, such as Pa Sak Jolasid Dam at 110%, Nong Pla Lai Dam at 105% and Kaeng Krachan Dam at 102%. Meanwhile, medium and small reservoirs in many provinces, such as Chonburi, Trat, Ubon Ratchathani, Phrae and Phayao, have water volumes exceeding normal storage levels from 113% up to 159%. The point requiring closest monitoring is the area below Chao Phraya Dam, which has a water volume of 2,500 cubic meters per second, while it can hold 2,840 cubic meters per second.
AOT reports high-season flight bookings in line with last year, adjusts strategy to prioritise routes
Airports of Thailand, or AOT, is preparing for the high tourism season that begins at the end of October 2026, with advance flight bookings running at a level close to the same period last year. Ms. Paweena Jariyathitipong, Chief Executive Officer of AOT, disclosed that the company has overhauled its marketing strategy, shifting from scattered negotiations with more than 300 airlines to prioritising routes that generate real passenger volume, so that incentive privileges offered to airlines are used more efficiently and are better targeted. At the same time, AOT will conduct region-specific marketing to match the behaviour of tourists in each market, and will accelerate improvements to slot management, covering flight frequency, service time windows and airport capacity, in order to support future growth. On baggage management, after the backlog of passenger bags caused by heavy rain and flooding, which has now been resolved, AOT is in discussions on ways to develop a data-sharing system between AOT and the airlines, as well as a self-tracking system via QR code or barcode that lets passengers check the status of their baggage themselves without needing an air waybill number, and to expand a baggage delivery tracking feature that follows bags to hotels in real time, with the goal of turning technology developed during a crisis into a long-term standard service.
AOT.BK · Demand · Neutral High-season advance flight bookings are only in line with last year, with no clear growth, while AOT shifts marketing to prioritize high-volume routes.
Phiphat Prepares for IMF-World Bank Meetings, Lays Out Plan to Clear Backlog and Sign 67-Billion-Baht AOTGA Deal
Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn said that Thai Airways International's inbound and outbound flights have been operating at 100% of normal capacity since Saturday, October 3, 2026, with no flight reductions. Cargo remaining at warehouses is down to just 3-4%, and roughly 400 pieces of baggage remain unclaimed, with staff contacting their owners. Airports of Thailand, or AOT, has given Thai Airways its full cooperation and assistance. For the IMF-World Bank Annual Meetings 2026, which Thailand will host from October 12-18, 2026, with more than 15,000 participants from 191 countries, the Prime Minister has instructed the Transport Ministry to prepare from the airports onward, especially to ensure baggage handling does not create another backlog. AOT and Thai Airways have already coordinated their plans, and the war room continues to work together at all times. On transport in Bangkok, the Cabinet agreed that government agencies in the Bangkok area will work off-site on October 12, 14 and 15, 2026, while Friday, October 16, 2026, has been declared a special public holiday for government agencies in Bangkok only, to ease traffic problems. Meanwhile, the Transport Ministry, the Department of Highways, the Department of Rural Roads and the Expressway Authority of Thailand will survey cars parked on roads or bridges in flooded areas to coordinate with their owners to move them, and will prepare equipment and high-clearance vehicles together with the Department of Disaster Prevention and Mitigation, the Interior Ministry, and will seek cooperation from the armed forces. Ms. Pavina Jariyathitipong, Chief Executive Officer of AOT, said that on October 8, 2026, AOT will sign a contract with Airport Ground Services Thailand, or AOTGA, as the third operator of cargo warehouses, apron and ground equipment services, ground passenger services and other related businesses at Suvarnabhumi Airport, with a total value of more than 67 billion baht. Services are expected to begin in early 2027, while the cargo warehouse will be built as quickly as possible, taking about 18 months. Having a third operator follows a Cabinet resolution requiring one once passenger numbers exceed 45 million a year, and Suvarnabhumi currently handles more than 60 million passengers a year. AOTGA's contract also sets service performance measured through key performance indicators, along with penalties if the targets are not met, up to and including termination of the contract. These penalty conditions will also be added to the new tender for the second operator. Only Thai Airways' contract remains, with KPIs but no penalties. As for the 25-year contract term, Ms. Pavina said these projects require high investment and appropriate service fee controls, so it takes time to break even, and the appropriate period was calculated at 25 years. AOT is proceeding under the Public-Private Partnership Act of 2019. Having a third operator will ease the burden and give airlines more choices, since previously there were only two, leaving Thai Airways with no alternatives and insufficient capacity, which was one cause of flight delays.

CAAT, Transport Ministry and Thai Chamber of Commerce Push to Unlock Air Cargo, Eye Explosive-Detection Dogs
The Air Cargo Subcommittee, the Thai Chamber of Commerce and the Board of Trade of Thailand met Deputy Prime Minister and Minister of Transport Phiphat Ratchakitprakarn to discuss ways to improve the efficiency of air cargo management, after Thailand's air cargo volumes continued to grow and caused congestion at some stages of the shipping process. The Civil Aviation Authority of Thailand, or CAAT, the Office of Transport and Traffic Policy and Planning, and Airports of Thailand Public Company Limited, or AOT, joined the discussion on 5 October 2026. For urgent measures, the Board of Trade of Thailand proposed bringing in explosive detection dogs, or EDD, to support the cargo screening process in order to increase capacity to handle rising cargo volumes while maintaining aviation safety standards. For long-term measures, it proposed developing a security system for air cargo in line with international standards by promoting Known Consignor, or KC, and Regulated Agent, or RA, systems so that cargo inspection and security begin at the point of origin, helping reduce the burden and congestion at downstream stages. It also proposed setting up a joint working group among the relevant agencies to monitor and drive the various measures so they produce concrete practical results. CAAT and AOT explained that they are currently preparing to bring explosive detection dogs into use to support cargo screening, and that in the first phase they may seek support from AOT first, while discussing with relevant agencies how to increase the number of dogs to meet future demand. AOT, meanwhile, is developing an air cargo management system and will coordinate closely with the Thai Chamber of Commerce. The Minister of Transport has assigned the Permanent Secretary of the Ministry of Transport to chair the working group in order to monitor and drive joint operations continuously, aiming to fix the system's limitations in the urgent term alongside laying out a long-term system to support the growth of air cargo and concretely raise the efficiency of Thailand's air cargo transport system.

PM Orders All Agencies to Manage Water and Transport for IMF-World Bank Meetings in Bangkok
Prime Minister and Interior Minister Anutin Charnvirakul has instructed all agencies to manage water situations and transport systems to support the 2026 Annual Meetings of the International Monetary Fund and the World Bank Group, to be held from October 12 to 18, 2026, in Bangkok, which will bring delegates from 191 countries and approximately 15,000 accompanying persons into Thailand. Government spokesman Ekapop Pienpiset said the Prime Minister chaired a meeting of the National Disaster Prevention and Mitigation Command to monitor flood situations and assistance to the public, issuing eight directives covering the drainage of reservoirs and waterways that are full or nearly full; the removal of waterway obstructions at bottlenecks, bridges, drainage pipes and underpasses; more precise targeting of risk areas; the mobilization of machinery from the public and private sectors; the immediate start of rehabilitation in zones where water has receded; preparation of rehabilitation plans and compensation for eligible households; discussions with the Bank for Agriculture and Agricultural Cooperatives on assistance for farmers whose crops were damaged; and consideration of reducing or waiving water and electricity charges for flood-affected households by waterworks and electricity agencies at both central and regional levels. He also instructed Airports of Thailand and the Ministry of Transport to fully manage inbound and outbound passenger travel and transport, and to expedite the return of services to normal as quickly as possible, in order to build confidence in Thailand's ability to host participants and attract foreign investment.

InnovestX Sees Short-Term SET Volatility, Recommends Buy on Dip Strategy via 3 Trading Themes
Natwarin Triphopsakul, Senior Director of the Equity Strategy Team at InnovestX Securities, or InnovestX, assesses that the Thai stock market will remain volatile in the short term due to a lack of new catalysts, amid an investment climate pressured by factors on all sides. These include the Fed's hawkish stance, which is keeping bond yields elevated at multi-year highs, causing fund flows to continue flowing out. This is compounded by energy prices that remain high due to prolonged geopolitical problems, and concerns over domestic flooding, which, although the impact on the economy is expected to be limited, remains an overhang factor creating negative sentiment toward the market. InnovestX therefore recommends a Selective Buy strategy, focusing on Buy on Dip through 3 trading themes with their own specific positive factors. These are: the Domestic Play theme, based on domestic consumption, comprising the commerce group CPALL, CPN, and CRC, the medical group BCH and PR9, and the communications group TRUE; the Flood Defensive & Recovery Plays theme, which benefits from stockpiling of essential goods during emergencies, comprising the commerce group CPALL, BJC, and CRC, extending to demand for home repairs after the waters recede, namely HMPRO and GLOBAL, and the construction materials group DCC; and the Tourism & Mega-Event Play theme, which is expected to benefit from the high season for tourism in the fourth quarter of 2026, supported by factors ranging from China's Golden Week from October 1 to 7 and world-class events such as the World Bank-IMF meetings from October 12 to 18, comprising the tourism group ERW, CENTEL, and AOT, and the retail group CPALL, CPN, and CRC. On external factors, the United States reported August PCE and Core PCE at 3.4% and 3.0% year on year, respectively, unchanged from the previous month and below market expectations, while real consumption expanded 0.6% from the previous month and ADP employment for September rose by 90,000 positions from 36,000 positions, reflecting that the economy remains strong but price pressures have not yet broadened, opening the door for the Fed to wait and assess more data. The market has reduced the odds of an October rate hike to about 35% from 70% last Monday. InnovestX still expects the Fed to raise rates in December and once more in early next year, but September NFP, CPI, and PPI must be monitored to assess the risk that the Fed may accelerate the pace of rate hikes. In China, the PBOC cut the PSL rate used to lend to state policy banks by 25 basis points to 1.50%, while increasing funding support for targeted economic sectors, and the government is subsidizing interest on first-home loans by 1% per year for no more than 5 years. However, the measures still focus on supporting the economy, while falling home prices continue to pressure purchasing power. InnovestX therefore maintains its forecast for China's 2026 GDP at 4.6% and views that the property sector may take at least another year to reach its bottom. Next week, attention will be on Thailand's September inflation, which InnovestX expects to accelerate from 2.53% year on year in the previous month, tracking higher oil and fresh food prices, as well as the final September services PMI for the United States, the eurozone, and Japan. Preliminary PMI readings reflect that the United States and the eurozone are accelerating, while Japan is slowing but still expanding. Also awaited is the report of the September FOMC meeting after the Fed raised rates by 25 basis points to 3.75–4.00%, with a focus on details of discussions about inflation risks, the strength of the economy, and the conditions that would lead to the next rate hike.

Thai Airways Board Removes Chai Eamsiri as CEO After Tens of Thousands of Bags Pile Up
The board of Thai Airways International Public Company Limited has ordered the removal of Chai Eamsiri from the chief executive officer's seat, citing the problem of tens of thousands of unclaimed baggage and numerous delayed flights at Suvarnabhumi Airport. Chai worked with Thai Airways for 41 years and had a track record in business rehabilitation that restored the national carrier to strength, but when a manpower crisis arose, he was unable to manage the risk. The root of the problem lies in a strategy of reducing personnel costs during rehabilitation, which relied on outsourcing through Wingspan Services Company to procure and manage ground labor, including baggage handlers, baggage transport staff, and ground support staff. When employees could not come to work because their homes were flooded, the fragility of the system became apparent, and it also affected the reputation of Airports of Thailand Public Company Limited, or AOT, as well as the country's tourism confidence.

AOT Reports 126.2 Million Passengers Across 6 Airports, Set to Sign Third Ground Handler Contract in October
Airports of Thailand Public Company Limited, or AOT, reported total passenger traffic across its six airports in fiscal year 2025/2026 reached approximately 126.2 million, slightly above the earlier estimate of around 125.9 million recorded in fiscal year 2024/2025. The growth was driven by Chinese tourists who began arriving gradually starting two weeks before the long Golden Week holiday. Ms. Paweena Jariyathitipong, Chief Executive Officer of AOT, stated that the baggage handling problems and flight cancellations were limited to the services of certain ground handlers, while flights of other airlines continued to operate normally. AOT is therefore developing software and an application to track baggage, which can locate and progressively return more than 50% of bags to passengers within a short period, and will extend this to cargo tracking software. At the same time, AOT is preparing to sign a contract with its third ground handler, AOTGA, within October 2026, before starting services in late 2026 or early 2027 to handle the high season. Meanwhile, Thanachart Securities recommends buying AOT shares with a fundamental target price of 75 baht, viewing it as a standout stock in the tourism sector, and expects profit in fiscal year 2027 to reach a record high, growing 61%.

Yuanta raises AOT target to 73 baht, eyes 45% profit growth in 2027
Yuanta Securities (Thailand) said in an analysis dated September 30, 2026, that the earnings outlook for Airports of Thailand, or AOT, is continuing to recover and could enter a new growth cycle, driven by a full quarter of recognition of new Passenger Service Charge, or PSC, revenue, along with a recovery in passenger numbers and the tourism sector. The research team expects AOT to post normal profit of about 4.7 billion baht in the fourth quarter of 2026, up 25% from the previous quarter and 17% from the same period a year earlier. Total revenue is expected at about 18 billion baht, up 17% from the previous quarter and 12% from a year earlier, marking the first year-on-year growth in seven quarters. The gross margin is expected at about 41%, improving both from the previous quarter and from the same period a year earlier. The research team also raised its 2027 profit forecast by 7% to about 28 billion baht, or an increase of 45% from a year earlier, lifting its assumptions for passenger and flight growth in 2027 to 6% from 4%. It upgraded its recommendation on AOT to Buy and set a fair value of 73 baht at the end of 2027, up from 67 baht.

Thai Chamber of Commerce Urges Government to Fix Suvarnabhumi and Air Cargo Problems, Plans to Present Proposal to Transport Minister on Oct 5
The Thai Chamber of Commerce is calling on the government and relevant agencies to urgently address service problems at Suvarnabhumi Airport, both in passenger handling and air cargo, after heavy rain and flooding over the past 3-4 days caused numerous flight delays and cancellations, leaving passengers stranded and baggage delayed. Mr. Poj Aramwattananont, Chairman of the Thai Chamber of Commerce, said the airport is the first gateway travelers encounter upon arriving in Thailand, and if the problems persist they will affect confidence and the country's image, especially during the year-end tourism season and as Thailand prepares to host the IMF-World Bank Group Annual Meetings 2026 from October 12-18, 2026. On air cargo, the Thai Chamber of Commerce said congestion has been a cumulative problem since last year in terms of warehouse space, manpower, equipment, and operating procedures. Data for January-July 2026 shows Thailand's air trade value at approximately 5.53 trillion baht, comprising exports worth about 2.42 trillion baht, or roughly one-third of total export value. Key goods include electronics worth more than 1.32 trillion baht and agricultural products and food worth more than 380 billion baht. In 2026, 118 airlines are providing service, with approximately 340,000 flights, up 1.83%, and about 59.62 million passengers. The Thai Chamber of Commerce proposes a central mechanism for relevant agencies to jointly set measures, coordinate operations, and continuously monitor results. Agencies that should take part include Airports of Thailand Public Company Limited, or AOT, the Civil Aviation Authority of Thailand, or CAAT, the Customs Department, cargo warehouse operators, the Thai Airfreight Forwarders Association, or TAFA, and the Board of Trade of Thailand. It also proposes reviewing the criteria and conditions in the TOR for granting long-term rights to new cargo warehouse operators. The Thai Chamber of Commerce has prepared a report titled "Enhancing the Efficiency of Thailand's Air Cargo System: A Case Study of Congestion Problems at Suvarnabhumi Airport" and is scheduled to meet the Minister of Transport on October 5, 2026 to present the study results and further proposals.

Government Sets Up War Room to Tackle Thai Airways' 8,000-Piece Backlog of Stranded Baggage, Hopes to Finish in 2 Days
The government has joined forces with Thai Airways, Airports of Thailand, and the Royal Thai Air Force to set up a special operations centre, or War Room, to resolve the crisis of stranded passenger baggage from Thai Airways. Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn said the accumulated backlog of baggage exceeds 10,000 pieces, and that roughly 1,800 pieces have recently been sorted and returned to passengers, leaving a target of about 8,000 pieces still to be cleared. Some of these are piled up in the area in front of the apron, while about 4,000 more are in the transfer baggage, or TBT, area inside. The goal is to finish between the 1st and 2nd of this month. Thai Airways and AOT have been ordered to report progress to the Ministry of Transport and the Civil Aviation Authority of Thailand every 8 hours, with an additional 100 personnel from the Royal Thai Air Force and 12 more sets of cargo-handling machinery brought in. Chai Eamsiri, Chief Executive Officer of Thai Airways, said staffing on site has returned to about 90% and operational personnel to 80%. Outbound flights will increase to 105 on October 2, with a target of restoring normal levels of 115 flights within 7 days. Thai Airways confirmed it will take responsibility for all damages, both for lost baggage and for passengers who miss flights, and confirmed it will not close its cargo warehouse.

Maybank raises 2026 SET target to 1,590 points, recommends stock picking
Maybank Securities (Thailand) Public Company Limited has raised its 2026 SET Index target to 1,590 points from 1,550 points, but maintained a Neutral view because the overall market upside is not particularly high. Speaking at an online seminar titled "Decoding Thai Stocks, Fourth Quarter: Finding the Next Winners," the firm said earnings support from listed companies is not yet broad-based, with upward earnings revisions concentrated mainly in the electronics and energy sectors, while bond yields in several countries remain elevated, pressuring valuations of risk assets. On the Thai economy, Maybank expects GDP growth of 2.4% in 2026 and 2.7% in 2027, supported by exports, private investment, and a recovery in tourism, though the government's fiscal capacity has diminished amid a higher public debt level. For its fourth-quarter strategy, Maybank recommends focusing on adjusting weights between industry groups and selecting individual stocks rather than investing based on index direction. It highlights three standout groups: consumer finance, where valuations are starting to look attractive again, with TIDLOR, KTC, and MTC as top picks; tourism and transport, where earnings momentum continues, with AWC, AOT, BA, and MINT; and hospital businesses, which have stable revenue and specific supporting factors, with BH and CHG. At the same time, it advises increased caution in three groups: utilities and energy, which has been downgraded from Positive to Neutral; petrochemicals; and retail.
KS-SBITO says floods only slightly dent tourism, recommends home-repair and retail stocks to benefit from recovery
Securities analysts at Kasikorn Securities, or KS, said that although nationwide reservoir water levels are as high as 78% of capacity, the tourism sector is still operating normally, so they estimate that third-quarter 2026 earnings for the tourism group will be affected only slightly. Airports of Thailand, or AOT, has reported no flight cancellations, and major airlines AAV, BA and THAI continue to operate as normal. Meanwhile, hotel operators led by AWC, CENTEL, DUSIT, ERW, MINT, SHR and VRANDA have suffered no property damage, though room booking cancellations in the provinces run about 2% to 15%, partly offset by guests extending their stays. KS therefore maintains its investment weighting on the hotel group, sees the drop in share prices driven by the flood factor as a buying opportunity, and recommends buying AWC with a target price of 3.74 baht, CENTEL with a target price of 48.11 baht, and THAI with a target price of 6.78 baht. Separately, SBI Thai Online, or SBITO, assesses that this crisis will be a medium-term boost for four main business groups in the recovery: the home repair and construction materials group, led by HMPRO, GLOBAL, DOHOME and MR.DIY; the retail and consumer goods group, led by CPALL and CPAXT; the communications group, led by ADVANC and TRUE; and the tourism group, where economic activity will gradually recover after the situation eases.
AWC.BK · Capital · Positive KS recommends buying AWC with a 3.74 baht target price, calling the flood-driven share drop a buying opportunity.
CENTEL.BK · Capital · Positive KS recommends buying CENTEL with a 48.11 baht target price, viewing the flood-related price drop as a buying opportunity.
CPALL.BK · Demand · Positive SBITO expects the retail and consumer goods group led by CPALL to benefit from medium-term recovery after the floods.

Thai Shippers' Council Urges Government to Fix Suvarnabhumi Cargo Congestion, Plans to Submit Proposal to Transport Ministry on 30 Sept 2026
The Thai National Shippers' Council (TNSC) has called on the government to urgently and sustainably resolve the congestion problem at Suvarnabhumi Airport's cargo terminal, after the cargo operations division of Thai Airways International issued a notice on 28 September 2026 asking customers to limit and delay the delivery of outbound cargo between 29 September and 3 October 2026 in order to reduce the backlog. As a result, a number of airlines announced a temporary suspension of outbound cargo carriage, disrupting exports that could not be delivered to buyers in destination countries on schedule. TNSC Chairman Thanakorn Kasetsuwan said that although the notice was prompted by a disaster in Bangkok and its vicinity that prevented employees from travelling to work, the fact is that Suvarnabhumi Airport's cargo terminal has faced continuous congestion because cargo volumes have grown for several years, and since late 2025 the Civil Aviation Authority of Thailand has tightened pre-loading cargo inspections in line with International Civil Aviation Organization standards, putting outbound cargo at risk of missing flights, while in some cases inbound cargo takes about seven working days to leave the area and reach factories. The TNSC therefore proposes that Airports of Thailand procure additional channels and space to handle cargo in the short term, support investment in explosive trace detection equipment and explosive detection dogs, and establish an off-airport security screening centre; accelerate certification of Known Consignor and Regulated Agent standards to cover the supply chain; and speed up development of a National Cargo Community System to provide real-time visibility of cargo status. On 30 September 2026, the TNSC will submit these views and proposals to the Ministry of Transport to press for further action.
AOT.BK · Supply · Negative Suvarnabhumi cargo terminal congestion and the TNSC's call for AOT to add cargo capacity/screening highlight a supply-chain bottleneck at its airport.

CGSI Expects Thai Aviation Group Earnings to Rebound Strongly in 2027, Favors THAI on Lower Fuel Costs and New Fleet
CGSI, or CGS International (Thailand), estimates that the net profits of Airports of Thailand, or AOT, and Thai Airways International, or THAI, will grow 60% and 24% respectively in 2027 from the same period a year earlier. In the third quarter of 2026, AOT is expected to post a normal profit of 4.4 billion baht, up 9% from the same period a year earlier and up 16% from the previous quarter. THAI is expected to post a normal profit of 2.8 billion baht, down 48% from the same period a year earlier but up 138% from the previous quarter. For THAI, the passenger load factor is expected to recover to 76% in the third quarter of 2026 from 71.5% in the second quarter of 2026, but passenger yield is expected to fall 10% from the previous quarter to 2.87 baht per RPK after it passed on some of the lower fuel costs through fare cuts and fuel surcharges. THAI also plans to take delivery of 14 Airbus A321neo aircraft and 12 Boeing 787 aircraft, lifting its fleet from 84 aircraft at the end of the second quarter of 2026 to 102 aircraft by the end of December 2026. AOT expects foreign tourist arrivals in July to September 2026 to total 7.03 million, down 5% from 7.43 million in the same period a year earlier. Although passenger numbers will fall 2% from the same period a year earlier, an increase in the departure passenger service charge will help offset this and support profit. CGSI recommends overweighting the tourism sector and prefers THAI over AOT given its attractive valuation. THAI trades at a 2027 P/E of 6.9 times, 27% below the sector average, while AOT trades at 27.6 times, 48% above the sector average.
THAI.BK · Capital · Positive CGSI expects THAI's 2027 net profit to grow 24%, favors it over AOT on attractive valuation (6.9x 2027 P/E, 27% below sector), lower fuel costs and new fleet.

Thai Airways explains nearly 100% delayed flights due to flooding, aims to resolve within 72 hours
Thai Airways, or THAI, issued an apology to passengers after nearly 100% of its flights were delayed over the past three days. Chai Eamsiri, Chief Executive Officer of Thai Airways International Public Company Limited, disclosed that the main cause was flooding in the outskirts of Bangkok, where operational staff live, preventing them from traveling to work as normal. This was especially true for staff holding specialized operating licenses, such as load masters and apron machine control officers, only half of whom were able to report for duty. Although coordination was made with the military to send trucks to pick up employees at their homes, obstacles remained because some employees had to care for their families in areas where water levels were still high. At the same time, more than 5,600 pieces of unclaimed baggage had accumulated at Suvarnabhumi Airport, and warehouses were overflowing because receiving operators could not come to collect goods. Thai Airways therefore reduced flights departing from Bangkok by about 30% from roughly 110 flights, and received support of more than 100 personnel from the Ministry of Defence and the Royal Thai Air Force, as well as pulling office staff into frontline duties. It coordinated with Airports of Thailand Public Company Limited, or AOT, to arrange space at the main terminal for passengers to retrieve their bags and to deliver bags to homes through three logistics providers, including Thailand Post Company Limited. It also prepared to set up assistance service counters and to consider compensation according to standard criteria. Chai confirmed that this incident was a natural crisis, not caused by a strike or malicious intent by employees, and set a goal of urgently resolving the backlog of baggage and restoring flight systems to normal within 72 hours.
THAI.BK · Supply · Negative Flooding prevented licensed operational staff from reaching work, forcing Thai Airways to cut Bangkok departures by about 30% and delaying nearly all flights.
AOT.BK · · Neutral AOT is only mentioned as coordinating terminal space for baggage retrieval; no clear positive or negative impact stated.
Thai Airways says floods left it short-staffed, races to clear 5,600 stranded bags within 72 hours
Thai Airways said flooding in Bangkok and surrounding provinces prevented employees from travelling to work, leaving more than 5,600 passenger bags stranded and delaying nearly 100% of flights, with fewer than 3% of its more than 110 daily flights departing on time. Chai Eamsiri, Chief Executive Officer of Thai Airways International Public Company Limited, said the problem stemmed from shortages in two main groups of staff: general workers, who normally number more than 500 a day but of whom only about 200 to 300 reported for duty, and specialised personnel such as Load Masters, of whom about 45 are normally used each day but only about 20 were available. The company therefore cut capacity out of Bangkok by about 30 flights, or roughly 30% of its capacity, while also combining flights, cancelling some services and in some cases transferring passengers to other airlines. On clearing the backlog of baggage, the company aims to move more than 5,600 bags within 72 hours by increasing its ground handlers to three from two, working with Thailand Post, bringing head-office staff in to help at the terminal, and coordinating with the Royal Thai Army for GMC vehicles to transport specialised personnel. The Royal Thai Air Force is providing about 100 personnel, while Airports of Thailand Public Company Limited is providing space and staff to handle the stranded baggage.
THAI.BK · Supply · Negative Flooding left Thai Airways short-staffed, stranding 5,600 bags, delaying nearly all flights and forcing a ~30% capacity cut out of Bangkok.
AOT.BK · Supply · Neutral Airports of Thailand is providing space and staff to help handle Thai Airways' stranded baggage, a supporting role in the flood disruption.
TTBWEALTH Picks 8 Stocks to Benefit from Flooding, Highlighting Retail and Construction Materials
TTBWEALTH Public Company Limited, or TTBWEALTH, assesses that this round of flooding will have a limited impact on the economy, as it is short-term and severe only in certain areas, unlike the 2011 event that flooded many areas and lasted several weeks to several months. In the short term, some stocks have gained both positive and negative sentiment. The groups benefiting positively include consumer goods retail, led by CPALL, CPAXT and CRC, as well as the home improvement and construction materials group, which is expected to benefit from demand for home repairs after the water recedes, namely HMPRO, GLOBAL, DOHOME, TOA and TASCO. Meanwhile, the groups affected negatively include insurance, such as TIPH, and tourism, namely AOT, ERW and CENTEL. In addition, several listed companies have updated the situation. DELTA reported that some areas were flooded but machinery and factories were not damaged, and operations returned to normal today after production lines were halted last Sunday. CENTEL had only some hotels affected, such as the Lat Phrao area where water entered the lobby, and the Pattaya zone, with a small number of customer cancellations. Its food business saw some sales decline from temporary store closures, but overall the impact is considered limited. MINT stated that most of its hotels are not in flood zones, its properties were not damaged, and it continues to operate normally. CPN confirmed that no shopping centers were closed, though it may be affected by a decline in customer traffic during the floods, and it expects no rental discounts to be offered.

Delta at risk of added weighting in SET50 and SET100 as 2 billion baht in large-lot inflows arrive
Delta Electronics (Thailand), or DELTA, may see its weighting increased in the end-of-quarter rebalancing of the SET50 and SET100 indices on 30 September 2026, which would force passive funds to buy additional shares worth an estimated 2 billion baht. Meanwhile, the National Broadcasting and Telecommunications Commission selection committee resolved to impose administrative enforcement measures against Dr. Soran Boonbaichaiyapruck, known as Dr. Hai, and filed a petition with the Administrative Court seeking a temporary protection order for him to cease performing his duties as NBTC chairman after he was stripped of the post for lacking qualifications and for obstructing other NBTC commissioners from carrying out their duties. On another front, Airports of Thailand, or AOT, is pressing ahead with accelerating Suvarnabhumi Airport, with Kittipong Kittikhachon, director of Suvarnabhumi Airport, disclosing that over 20 years Suvarnabhumi has handled more than 899.9 million passengers, over 5.57 million flights and more than 24.9 million tonnes of air cargo. BLS recommends PTT, GULF and AOT, sees Thai index touching 1,780 points
Bualuang Securities, or BLS, remains positive on the Thai stock market, assessing that the index is likely to trend upward from the fourth quarter of 2026 through the first half of 2027 and could reach a best-case target of 1,780 points before shifting into sector rotation. Its base case puts the end-2027 target at 1,710 points, based on earnings per share of 106 baht, down 4% from the same period a year earlier, with the overall profit decline driven mainly by an earnings correction in upstream energy, refining and petrochemicals. The main supporting factors come from three drivers: the global technology wave, an upcycle in global industry, and foreign capital. It estimates that every 10 billion baht in net foreign buying would lift the index by about 15 to 20 points. For its fourth-quarter 2026 strategy, it recommends a barbell approach. The first core focuses on energy and petrochemicals, namely PTT and PTTGC. The other core focuses on power producers with structural growth, namely GULF, GPSC and GUNKUL. It also recommends retailers such as CRC and COM7, tourism names such as AOT, AWC and CENTEL, hospitals such as BH and BDMS, as well as 2027 growth leaders such as CBG, ICHI and BGRIM. In the first half of 2027, it advises rotating into groups that benefit from lower costs, such as CENTEL, before shifting to high-dividend stocks and companies with strong cash flows as the portfolio's core in the second half of 2027.
DBS Vickers assesses flood winners and losers across 25 provinces, 128 districts
DBS Vickers has issued an analysis assessing the impact on Thai stocks from the flood situation in Thailand, which still requires close monitoring, after heavy to very heavy rainfall and water masses from the North flowing into the Central region caused flooding in 25 provinces covering 128 districts. Bangkok and its vicinity faced continuous heavy rain from 25–27 September 2026, causing flooding in many areas. Most recently, rainfall has tended to decrease but repeated rain still needs monitoring, and drainage will take about 1–2 days. The government therefore declared Bangkok, Nonthaburi, Pathum Thani, and Samut Prakan special public holidays on 28–29 September to ease the impact and reduce travel by the public. The research team assesses that the short-term impact on the SET Index comes from negative sentiment toward economic activity, but the impact on operating results is expected to be limited. Stocks expected to benefit include the Home Improvement group such as HMPRO, GLOBAL, and DOHOME, whose short-term impact from rain and flooding pressured traffic, but a boost is expected to begin in 4Q26E after the water recedes from repair and home restoration demand, as well as NEO, which derives 100% of total revenue from consumer products, with a target price of 31.00 baht. Meanwhile, TFMAMA benefits from consumers stockpiling more goods during the floods, and TASCO benefits from road repairs after the water recedes. Stocks expected to be negatively affected include the Ground Transport group such as BEM and BTS, which may see short-term impacts on ridership, with expressway tolls waived until 29 September at 24.00. The impact is seen as limited because the Expressway Authority of Thailand will compensate the companies. The tourism group ERW, CENTEL, AAV, and AOT is seen as slightly negative and a short-term impact. The Energy group such as OR and PTG is expected to see a slight negative impact on downstream energy stocks, with total daily retail oil sales volumes of OR and PTG at approximately 29.4 million and 15.8 million liters in 2Q26, and the number of service stations in the Central, Eastern, and Western regions for OR and PTG at approximately 45% and 37% of total service stations. Meanwhile, the insurance group TIPH, TVH, MTI, BKI, and AYUD is affected by flood compensation payouts. The Commerce group such as CPALL, CPAXT, and BJC continues to see rain and flooding pressure traffic, with some branches in urban areas temporarily closed, but stockpiling of essential goods helps offset some of the impact.

Asia Plus says tourism stocks face limited impact from Bangkok floods, recommends CENTEL
Asia Plus Securities assesses that although flooding in Bangkok has caused flight delays, major airports Suvarnabhumi and Don Mueang remain open and operating normally, while inner Bangkok and key destinations such as Chiang Mai, Phuket, and Samui remain safe. If the situation eases quickly, the impact on travel during the fourth quarter of 2026 through the first quarter of 2027, which is the tourism high season, will be limited. The Middle East situation remains the main factor shaping the direction of the tourism sector. For CENTEL, Thailand accounts for about 60% of hotel revenue, split between Bangkok at 22% and the provinces at 38%, which helps cushion the impact of the floods. Its restaurant business has about 34% of restaurant revenue in Bangkok, with average restaurant sales in Bangkok at roughly 12 million baht per day, and every single day that sales are hit by 30% to 50% would affect quarterly sales by only 0.1% to 0.2%. ERW says its Lux to Eco hotels, which account for 74% of revenue, remain open as normal, with about 54% of revenue in Bangkok, while Hop Inn, which accounts for 26% of revenue, has some branches affected but mostly in the provinces. MINT derives about 50% of revenue from hotels in the EU, so it faces a more limited fundamental impact. The research team maintains its view that normal profits for AOT and Thai hotel operators for the October to December period will expand both quarter on quarter and year on year, continuing through the January to March 2027 period in line with the tourism season. Although the market may open risk-off in the short term, the effect on earnings forecasts remains limited. It still favours CENTEL, followed by AOT, while ERW is an event trade and THAI is a tactical buy after its share price fell 12% year to date versus the SET's gain of 28%. If jet fuel rises above its previous peak in April at 209 US dollars per barrel and affects flight capacity, that would be a tactical trigger to consider reducing weightings in the tourism sector.
CENTEL.BK · Demand · Positive Asia Plus favors CENTEL, noting its diversified Bangkok/provincial hotel and restaurant mix cushions flood impact and Q4 earnings should still expand.
ERW.BK · Demand · Neutral ERW's Lux to Eco hotels remain open but some Hop Inn branches are affected; flagged only as an event trade.
AOT.BK · Demand · Positive Research team maintains normal profits for AOT will expand QoQ and YoY through the tourism high season despite Bangkok floods.
MINT.BK · Demand · Positive MINT derives about 50% of hotel revenue from the EU, so it faces a more limited fundamental impact from the Bangkok floods.
THAI.BK · Capital · Neutral THAI is called a tactical buy after its share price fell 12% year to date, with no company-specific operational development cited.
