For a hundred years, military power was measured in steel — ships, jets, tanks. But in modern war, what decides who wins is a 'digital brain' that pulls in data from thousands of sensors and tells a commander what to do in seconds. This is the story of an industry shifting its value from hardware to code — a high-margin, recurring-revenue business that investors around the world are watching.

Defense AI Demand Broadens; Palantir Maven Goes Program of Record

  • Palantir's Maven AI becomes a permanent Pentagon program The U.S. Department of War made Palantir's Maven Smart System a formal program of record, spreading it across all military branches. This locks in long-term, funded demand for battlefield AI that fuses sensor data for targeting, a strong signal that defense AI is now a permanent budget line, not a trial.

This is the period's biggest new demand signal for defense AI software.

  • New contract wins across defense software and C4ISR Leidos won an $875M Navy network extension, CACI won positions on Navy and DoD contracts worth up to $828M and $276M, Kratos won $100M+ for space and cyber, and Airship AI won $29M from Homeland Security. These funded, multi-year awards show government demand for defense software and C4ISR keeps broadening.

Shows real, funded demand spreading across many defense-software providers.

  • Allied and specialized defense software expands Northrop expanded C4ISR partnerships in Eastern Europe, Nokia and C3IA teamed on UK tactical communications, General Dynamics and Primordial Labs are adding voice control to combat vehicles, and REDLattice is set to go public. The theme is widening beyond U.S. primes into allied and niche players.

Shows the theme broadening geographically and into new specialized areas.

  • Competition and valuation risk temper the boom Google, xAI and OpenAI won federal AI deals as the Pentagon dropped Anthropic, showing big tech is muscling into defense AI and could pressure Palantir's premium. Palantir trades at 117 times forward earnings, and its deal values assume customers exercise every option, a real counterweight to the growth story.

Provides the honest counterweight: rising competition and stretched valuations.

Palantir Upgraded by Goldman Sachs as Armada Sovereign AI Deal Announced

Goldman Sachs and other Wall Street firms upgraded their views on Palantir Technologies in early October 2026, citing accelerating demand for sovereign AI, bespoke applications, and its verticalized AI platforms across government and commercial customers. At the same time, Palantir and Armada announced a partnership to deliver sovereign AI on modular data centers manufactured in the U.S. and allied nations, reinforcing Palantir's pitch that customers can keep models, data, and infrastructure entirely within their own security perimeter. Palantir's narrative projects $23.0 billion revenue and $10.2 billion earnings by 2029, requiring 55.2% yearly revenue growth and about a $7.2 billion earnings increase from $3.0 billion today, and yields a $195.57 fair value, a 6% downside to its current price. By contrast, the most bearish analysts assumed revenue of about US$17.9 billion and earnings of roughly US$6.4 billion by 2029, with slower margin expansion and higher competitive pressure potentially muting the impact of deals like the Armada sovereign AI stack.

Novra's IDC Qualifies Across All Five Streams of Canada's Defence Drone Initiative Marketplace

Novra Technologies Inc. announced that its subsidiary International Datacasting Corporation has qualified across all five streams of the Government of Canada's new Defence Drone Initiative Marketplace. The qualification positions Novra, through IDC, to compete for future Department of National Defence and Canadian Armed Forces contracts involving communications, data delivery, systems integration, testing and innovation for uncrewed and autonomous systems. IDC qualified in all five DDI Marketplace streams: UxS and Counter-UxS Systems, Communications and Cyber Systems, Integration and Engineering Services, Test and Training, and Innovation and Experimentation. Launched in July 2026 and led collaboratively by the DND and the Defence Investment Agency, the DDI is designed to accelerate the development, testing and production of uncrewed and autonomous systems for the Canadian Armed Forces and the Canadian Coast Guard. Novra noted that qualification under the DDI Supply Arrangement does not constitute a contract award or guarantee future business, and that individual opportunities will be subject to applicable Government of Canada procurement processes.

Booz Allen Hamilton Upgraded to Buy by Truist, Price Target Raised to $85

Truist Securities analyst Tobey Sommer upgraded Booz Allen Hamilton from Hold to Buy and raised his price target to $85 from $70, sending the government consulting firm's shares up 5.3% in the afternoon session. Sommer said the decline in civil revenue is nearing a bottom and that strength in national security remains underappreciated, adding that Democratic control of Congress could lower the risk of further cuts to civil spending. He also sees room for wider margins as the company shifts toward fixed-price contracts, projecting about 70 basis points of expansion by fiscal 2029 against the 30 basis points built into consensus, and he lifted his fiscal 2028 estimates slightly. The move follows a 2.7% gain seven days earlier, when the U.S. Navy selected Booz Allen and six other firms for a potential nine-year, $827.9 million IDIQ to provide business management support services, a multiple-award contract the Defense Department valued at about $276 million. Booz Allen is down 14.1% since the start of the year and trades at $72.92 per share, 29.2% below its 52-week high of $102.93 from October 2025.

J.P. Morgan Downgrades Leidos to Neutral, Cuts Price Target to $142

J.P. Morgan downgraded Leidos Holdings to Neutral from Overweight and lowered its price target to $142 from $160, citing deteriorating earnings expectations tied to weakness in the company's healthcare business. The new target still implies roughly 25% upside from Leidos' Oct. 7 closing price of $113.55, but analyst Seth M. Seifman said the company's relatively low valuation is not enough to justify an Overweight rating when other aerospace and defense stocks offer substantial potential returns. J.P. Morgan forecasts Leidos' 2027 revenue at approximately $18.1 billion, down from an estimated $18.35 billion in 2026, with adjusted ebitda falling to $2.14 billion from $2.45 billion and adjusted ebitda margin declining to 11.8% from 13.3%, largely on Health segment margins projected to drop to 16% from 22%. Seifman noted that Bloomberg consensus estimates still anticipate approximately $2.45 billion in adjusted ebitda for 2027, suggesting published expectations may be too optimistic. In the same Oct. 8 research report, J.P. Morgan named Howmet Aerospace, Honeywell Aerospace, Huntington Ingalls Industries and Lockheed Martin as potential outperformers this earnings season, while keeping Overweight ratings on Boeing with a $290 price target and StandardAero with a $40 price target.

Palantir Maven Smart System Named Formal Program of Record by US Department of War

The U.S. Department of War has designated Palantir Technologies' Maven Smart System as a formal program of record, expanding the company's defense sector role into the fourth quarter of 2026. The designation reinforces the portion of Palantir's investment thesis that relies on consolidated U.S. defense work and long-lived contracts, though it also sharpens the risk of dependence on shifting government priorities. Separately, Palantir CEO Dr. Alex Karp will keynote alongside Zeta Global's CEO at Zeta Live 2026 in a joint session on data sovereignty and AI integration, spotlighting how Palantir's AI infrastructure is being woven into Zeta's customer intelligence platform for enterprise clients. The two developments together support the view that production-grade AI platforms are becoming non-optional for governments and large enterprises. Palantir builds software platforms used by intelligence and defense agencies in the US, the UK, and other markets.

General Dynamics Land Systems and Primordial Labs Team on Natural Language Vehicle Control

General Dynamics Land Systems, a business unit of General Dynamics, and Primordial Labs announced a master teaming agreement to bring natural language command and control to ground combat vehicles. The collaboration pairs GDLS's combat vehicle design and integration expertise with Anura, Primordial Labs' Natural Language Command and Control software, which lets crews direct on-board systems by stating their goals, objectives and constraints. Under the partnership, Primordial Labs will expand integration of Anura across vehicles in the General Dynamics Land Systems portfolio, including the Abrams tank and next-generation combat vehicles, so crews can express intent in natural language and let Anura act through on-board subsystems such as sensors, displays, communications and uncrewed systems. Because Anura runs entirely at the edge with no cloud reachback, the capabilities remain available in contested, communications-denied environments. Lee Ritholtz, CEO of Primordial Labs, said partnering with GDLS puts Anura on the platforms that define America's armored force, while Keith Barclay, vice president and general manager of U.S. operations at General Dynamics Land Systems, said the integration is about giving any soldier, in any formation, the ability to intuitively command complex systems.

Pentagon Ends Anthropic Use as Google, xAI, OpenAI Win Federal AI Deals

The Pentagon's October 5 confirmation that it has ceased all Anthropic product usage formalizes a structural split in government AI procurement, with Google, xAI, and OpenAI signing contracts in its place. Anthropic's S-1 filing, reported by Reuters on September 28, outlines a valuation target of $2T+, double the $965B private valuation from May 2026, alongside a $42B net loss in 2025 that includes a $34B non-cash accounting charge from convertible financing revaluation and an operational loss of $8.06B, plus $518B in multi-year cloud and infrastructure obligations. Revenue reached approximately $4.6B in 2025, up 12x year-over-year, but the loss of the Pentagon's $200M contract signals exclusion from a federal procurement pipeline that is accelerating. OpenAI signed a General Services Administration OneGov deal on October 1 offering a $0 per-user-per-month license for ChatGPT, Codex, and API access to federal, state, local, and tribal agencies under a 27-month GSA agreement, covering approximately 23 million eligible public-sector employees. Google is building on existing cloud and Workspace government authorizations, with Alphabet's Q3 2026 earnings reported October 1 showing Google Cloud revenue at $15.2B, up 34% year-over-year, while xAI's Pentagon engagement and classified-network agreements signal a diversified supplier base that excludes companies unwilling to modify their models for military and intelligence applications. Anthropic is attempting to go public against the D.C. Circuit's 2-1 ruling on September 25 upholding the national security supply-chain risk designation under FASCSA Section 4713, a legal overhang that stands unless the Supreme Court takes the case or Congress amends FASCSA.

Federal Ammunition, Mossberg and Palladyne AI to Jointly Develop SwarmShot Counter-Drone System

Federal Ammunition, Mossberg and Palladyne AI Corp. announced the joint development of SwarmShot, a modular autonomous airborne counter-unmanned aircraft system designed to turn compatible drones into reusable air-to-air interceptors operating as a collaborative kinetic defensive swarm. SwarmShot will combine Federal's specialized counter-UAS shotshell ammunition, a lightweight Mossberg weapon module purpose-engineered for airborne operation, and Palladyne AI's IntelliSwarm autonomy system, which pairs BRAIN avionics with SwarmOS collaborative autonomy software. The system will first be developed as a modular mission add-on for Gremlin-X, Palladyne AI's Group 1 quadcopter mini-bomber, after which the companies plan to offer SwarmShot to other manufacturers as an integration kit for compatible unmanned aircraft. Federal will lead ammunition design and terminal-effect optimization, drawing on its recent U.S. Army counter-UAS ammunition contract, while Mossberg leads the airborne weapon module and Palladyne AI leads UAS integration, fire control, terminal-intercept autonomy and multi-interceptor coordination. The effort is a defensive application of Palladyne AI's predictive autonomy collaborative swarming capability, recently deployed with the U.S. Army at Project Convergence Capstone 6 and other Army exercises. Development schedules, potential customer engagements and financial terms were not disclosed.

Booz Allen Hamilton Hires Navy AI Veteran Michael Brasseur to Lead Defense Tech

Booz Allen Hamilton announced in late September 2026 that Michael D. Brasseur, a 26-year U.S. Navy veteran and former Saab Inc. Chief Strategy Officer, joined the firm as an executive vice president to lead its defense technology business and guide partnership and innovation efforts in robotics, autonomy, and AI. Brasseur was the founding Commodore of the Navy's Task Force 59, and the hire aligns Booz Allen's leadership with operational experience in fielding unmanned and AI-enabled systems for defense missions. The move follows the July 2026 expansion of the Vellox AI powered cyber defense suite, and together the two developments underline the company's ambition to shift more work toward higher margin, tech enabled offerings. Booz Allen Hamilton Holding's narrative projects $12.5 billion revenue and $758.8 million earnings by 2029, requiring 4.1% yearly revenue growth and an earnings decrease of $13.2 million from $772.0 million today, with forecasts yielding a $85.23 fair value, a 27% upside to its current price. Some of the lowest ranked analysts are more cautious, assuming only about US$12.0 billion of revenue and US$782.1 million of earnings by 2029, and worry that heavier contract risk on AI programs could blunt the benefits of hires like Brasseur.

SAIC Fair Value Estimate Raised to US$133.70 After Analyst Revisions

The updated analyst model for Science Applications International now points to a fair value of US$133.70, up from US$121.50, a change of about 10%. The revision follows the latest Q2 report and updated guidance, with several firms including TD Cowen, Jefferies, UBS, Truist and Stifel raising their price targets. Jefferies and Truist both highlighted surprise 5% organic revenue growth in fiscal Q2, and Stifel pointed to a clean beat and raise with margins surprising to the upside. Goldman Sachs raised its target to US$103 but kept a Sell rating, citing guidance implying revenue down and margins lower in the second half of the fiscal year, while Truist and Jefferies kept Hold ratings and flagged concerns over recompete contracts and slower projected organic growth versus peers. In the updated model, the revenue growth assumption shifted from 30.83% to 69.38%, the profit margin assumption from 4.96% to 5.62%, the future P/E assumption from 14.38x to 13.46x, and the discount rate from 8.30% to 8.26%.

TTM Technologies Completes $1.1 Billion Epiq Solutions Acquisition

TTM Technologies has completed its $1.1 billion acquisition of Epiq Solutions, strengthening its defense and aerospace business. Epiq develops software-defined radios, RF systems and radiation-tolerant computing solutions used across defense, intelligence and space applications, capabilities that complement TTM Technologies' existing printed circuit board, RF component and mission-system offerings. The deal advances the company's strategy of moving up the chain through greater vertical integration and expands its opportunities across land, air, sea and space applications, including signals intelligence, secure communications, electronic warfare and space systems. Financially, TTM Technologies expects Epiq to immediately strengthen adjusted EBITDA, though the deal is expected to be moderately dilutive to adjusted earnings per share in 2027 before becoming accretive in 2028. BigBear.ai Gross Margin Jumps 781 Basis Points as Adjusted EBITDA Loss Widens

BigBear.ai Holdings reported second-quarter 2026 revenue of $36.7 million, up 13% year over year, while gross margin rose 781 basis points to 32.8% on a higher contribution from generative AI platforms and products. The margin gain has not yet carried through to adjusted EBITDA, which was negative $11.6 million versus negative $8.5 million a year earlier, as increased investment in sales, go-to-market capabilities and research and development offset the gross-margin benefit. The company ended the quarter with $410 million in cash and investments to fund that continued spending. BigBear.ai competes with Palantir Technologies and C3.ai in mission-focused and government AI applications, and the balance between revenue growth, gross-margin expansion and operating expenses will determine whether the improving margin profile translates into stronger adjusted EBITDA.

Palantir CEO Karp to Meet Trump and Johnson on AI Rules as Shares Slip

Palantir Technologies CEO Alex Karp was set to meet President Trump and House Speaker Mike Johnson on Tuesday as the defense and enterprise AI software company stepped into Washington's AI guardrail debate. A Palantir spokesperson confirmed Karp's attendance to CBS News. Shares of Palantir, which trades on the Nasdaq under the ticker PLTR, were down about 1.1% at $185.49 around 11:27 a.m. ET. The company's quarterly filing warns that generative and agentic AI could bring liability, security costs and reputational damage, while stronger safeguards might make its controls more valuable to customers even as they make deployments more expensive. At $185.49, the shares sit 1.87% above GuruFocus's $182.09 GF Value estimate, leaving little room for a vague policy win.

Leidos launches UpHold Effect Agentic SOC Automation for federal cyber teams

Leidos has introduced UpHold Effect Agentic SOC Automation, an agentic AI capability that uses AI agents around the clock to help security operations center teams identify threats requiring immediate action amid a deluge of cyber alerts. The capability is a feature within UpHold Effect, Leidos' offering for agentic cyber response and part of the UpHold product suite, and it works across an organization's existing security tools to investigate alerts, gather information and recommend next steps rather than requiring agencies to replace their existing systems. Customers determine how much authority the AI receives based on mission, risk tolerance and governance requirements, and recommendations and actions create auditable records showing what the AI observed, concluded and proposed or did. A FedRAMP Class D High deployment option is available, and the capability can also provide a pathway toward Department of war Impact Level 4 and 5 environments with appropriate government sponsorship. Steve Hull, president of Leidos Digital, said cyber teams need to keep pace with threats without giving up control, and that the capability can take on more of the investigative workload while giving agencies the flexibility to decide when AI recommends an action and when it is allowed to act. Leidos, headquartered in Reston, Virginia, with 50,000 global employees, reported annual revenues of approximately $17.2 billion for the fiscal year ended January 2, 2026.

Xi Jinping's US visit yields eight-point consensus and $30 billion in tariff cuts

President Xi Jinping's official visit to the United States from September 23 to 25 produced an announcement of eight points of consensus reached jointly with President Donald Trump, spanning strategic stability, global trade, security and technology cooperation. At the heart of the first point is the building of a constructive relationship based on mutual respect, fairness and reciprocity, while the two leaders support each other in hosting the year-end leaders' meetings, with China hosting APEC in November and the United States hosting the G20 summit in December. On the economic and trade front, working teams from both countries reached agreement to establish a trade committee, or Board of Trade, and reciprocal tariff reductions worth 30 billion dollars, alongside cooperation on law enforcement. The two sides also agreed to set up a joint consultation mechanism on artificial intelligence in November, open an emergency communication channel for AI-related incidents, and draw up a memorandum of understanding on military communications to prevent crises and reduce the risk of confrontation. The United States also welcomed two giant pandas to Zoo Atlanta.

US federal appeals court dismisses Anthropic lawsuit over Pentagon procurement exclusion

A federal appeals court in Washington, D.C., on the 25th dismissed a lawsuit brought by US artificial intelligence company Anthropic seeking to overturn its designation by the Department of Defense as a "supply chain risk" and its exclusion from procurement. The appeals court found that the Defense Department's decision had sufficient grounds. According to US media, Anthropic said in a statement that it "cannot agree with the court's decision" and indicated it would take further action. The Defense Department had used Anthropic's AI model Claude within classified systems, but clashed with the company over restrictions on military use. In February of this year, after Anthropic refused to lift restrictions on uses such as fully autonomous weapons, the Defense Department designated the company as a supply chain risk and began excluding it from procurement. Anthropic sought to have the measure overturned and filed suit in March.

Leidos Wins US Army Award Worth Up To $127 Million

Leidos Holdings has picked up a fresh U.S. Army award of up to US$127 million for its ARTEMIS airborne intelligence platform, extending operations in Europe and potentially other regions through 2027. Leidos Holdings shares trade at US$123.61 after a 30 day share price decline of about 10%, though the 90 day share price return of roughly 21% and a 3 year total shareholder return close to 39% suggest longer term momentum has been stronger than the recent pullback. The most followed narrative for Leidos Holdings points to a fair value of $156.60, implying the stock is 21% undervalued against the last close of $123.61, a framework that uses a discount rate of 8.06% and links expected earnings, margin pressure, and contract risk into a single view of future cash flows and required return. That view assumes expected revenue growth of about 5.4% a year and a forecast profit margin near 7.6%. The story could be knocked off course if U.S. federal contract spending slows, or if acquisition integrations drag on profitability and cash generation.

Denmark warns Russia may launch limited attack on NATO country, aiming to cut support for Ukraine

Denmark's Defence Intelligence Service, DDIS, has warned that Russia may carry out limited military attacks on member states of the North Atlantic Treaty Organization, NATO, in the coming months, assessing that the risk has increased although it remains at a low level. In a report on Thursday, September 24, DDIS said Russia could use long-range weapons to strike critical infrastructure used to support Ukraine, in order to draw Europe's resources away from aid to Ukraine and to sow division within NATO if member states cannot agree on how to respond jointly. However, DDIS said it has not seen signs that Russia is preparing a full-scale invasion of a NATO member state, although that possibility cannot be entirely ruled out, and it also warned that Russia may step up hybrid warfare against Western countries and NATO, including large-scale cyberattacks that disrupt critical societal functions and sabotage that could cause loss of life. The warning comes as several European security officials and politicians have raised alarms about the threat from Russia. Poland said on Thursday that a fire at a Starlink ground station in the country was sabotage aimed at disrupting internet services, including use by the Ukrainian military. Polish Deputy Prime Minister Krzysztof Gawkowski said it is not yet possible to determine who carried out the attack, but there are several indications that the incident fits Russia's new pattern of attacks, according to Reuters.

Japan Startup Awards 2026: Mujin Takes Grand Prize, Sakana AI Wins Info-Communications Award

The winning companies of the government-hosted Japan Startup Awards 2026 were announced on the 25th, with Mujin, a developer and seller of intelligent robot controllers, selected for the Grand Prize, the Prime Minister's Award. Sakana AI was chosen for the Information and Communications Startup Award. Mujin provides general-purpose intelligent robot controllers that automate work at logistics and manufacturing sites, and CEO Kazuyuki Takino told Reuters that Japan has strengths in physical AI, that the battle in deep tech is a contest between nations, and that he believes this award reflects a determination to support the field as a nation and elevate it to national policy. Sakana AI co-founder and president Ren Ito said he thinks the company was recognized not just for building technology but for putting it to use for society, noting it has been implemented in areas such as support for financial institutions' lending operations and the security domain for the Ministry of Defense and the Self-Defense Forces, and said that by advancing defense going forward, things made for defense use can become usable for civilian purposes such as infrastructure, logistics, and electric power. Oceanic Constellations, which deploys surface drones, was selected for the Defense Startup Award, and co-representative Takuma Honda said security is an important social imperative and that the company first wants to contribute by applying unmanned vehicles to the kind of warning and surveillance that the Self-Defense Forces carry out. The Takaichi administration has positioned support for startups as one of its key policies for strengthening the foundation for growth.
